Item No: 5.C. <br /> M0L__JN_DitSVVtE_W <br /> Meeting Date: December 9, 2024 <br /> enda Type of Business: Consent Agenda <br /> Administrator Review <br /> City of Mounds View Staff Report <br /> mov— <br /> To: Honorable Mayor and City Council <br /> From: Rayla Sue Ewald, Human Resource Director <br /> Item Title/Subject: Resolution 10013, Authorizing a Cost-of-Living Adjustment, Insurance <br /> Contribution, and Insurance Opt-Out Payment <br /> Introduction: <br /> Historically the City Council has awarded the same Cost-of-Living Adjustment (COLA) and benefits <br /> contribution to all employee groups to maintain internal equity. The City contribution toward benefits is built <br /> on a formula which is based on the percentage increase in the health insurance premium. Health insurance <br /> premiums came back as an overall rate increase of 10%. The formula calls for a $30 increase per month <br /> in the City's contribution.Currently,the City gives employees opting family health coverage$225 per month, <br /> and $200 per month for those opting single health coverage, towards their Health Savings Plan and the <br /> City offers employees who opt-out of health insurance $315 per month, provided they can prove insurance <br /> coverage from their spouse. <br /> Discussion: <br /> Exhibit A represents the 2025 wages for non-union staff. Exhibit B represents the 2025 wages for the Public <br /> Works Collective Bargaining Union staff, as they opted to participate in the 2024 compensation study and <br /> follow the City's compensation plan. All positions will receive at minimum a 3.00% COLA wage increase, <br /> which is consistent with the union groups, this includes part-time and seasonal staff employed in 2024 and <br /> continuing employment into 2025. Benefit eligible employees will receive a monthly insurance contribution <br /> of $1,275, and a $5 increase in the opt-out amount to $320. Employees electing health insurance will <br /> continue to receive a monthly contribution towards their Health Savings Plan for year 2025: $225 per month <br /> for family coverage, and $200 per month for single coverage. Currently one part-time employee works over <br /> 30 hours and receives their benefits on a pro-rated basis. <br /> Strategic Plan Strategy/Goal: <br /> Create a culture where employees desire to work.
