MO[1NnS ViEvv <br />JOB DESCRIPTION <br />Job Title: <br />Housing/Code Enforcement Inspector <br />Grade: <br />6 <br />Supervisor Title: <br />Assistant City Administrator <br />Department: <br />Community Development <br />FLSA Status: <br />Non-exempt <br />Date Reviewed: 01/13/2025 <br />Minimum Qualifications of Education and Experience: <br />➢ High school diploma or GED <br />➢ One (1) year of Housing Inspections and/or experience <br />Nature of Work: <br />This position is responsible for administration of the rental licensing program in coordination with the Permit <br />Technician and Neighborhood Resource Officer; and conducting inspections of property nuisances. <br />Communicates with: <br />Internally — Community development staff, police, public works <br />Externally —Vendors and general public. <br />Supervision: <br />None. <br />Essential Work Functions (Illustrative Only): <br />• Directs and ensures an effective housing maintenance and rental housing program is adhered to throughout the <br />community in a manner that provides for safe and well -maintained housing for all residents. <br />• Administers the rental inspection program, which includes conducting triennial inspections of multiple dwelling <br />units. Prepares letters, inspection reports and court orders as needed, and may be required to appear in court to <br />testify for the City. <br />• Conducts inventory and an evaluation of the housing stock and neighborhood condition. <br />• Investigates citizen complaints and conducts housing inspections related to the City's housing maintenance <br />ordinance(s). <br />• Works closely with outside administration of housing programs designed to rehabilitate, maintain, and upgrade the <br />City's housing stock and deal with the issues of housing conditions affecting single family, multiple family, and <br />manufactured housing. <br />• Prepares ordinances which address housing issues including housing maintenance and inspection. <br />• Administers the City's code enforcement program by investigating complaints of code violations, preparing letters, <br />notices, and reports, maintain files, advise property owners of code requirements and enforcement procedures, and <br />how to obtain compliance. The code enforcement process may involve court proceedings and the preparation of <br />evidence. <br />• Develops and ensures effective inspections and neighborhood service programs utilizing education and incentives as <br />well as legal action. <br />• Identifies inconsistencies in code provisions and recommends code revisions. Prepares code revisions as assigned. <br />Other Work Functions (Illustrative Only): <br />Performs related work as required. <br />Knowledge, Skills, and Abilities Required: <br />0 Possession of a valid Minnesota driver's license. <br />
