Item No: 08D <br />MOUNDSMeetingZ IEW Date: January 2025 <br />V Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator/Scott Riggs, City Attorney <br />Item Title/Subject: Introduction and First Reading of Ordinance No. 1024, <br />Deleting, Title III: Administration, Sections 33.080 through <br />33.088 and all other References to the Mounds View <br />Economic Commission contained in the Mounds View City <br />Code <br />Introduction: At the January 6, 2025 City Council work session the Council provided staff <br />direction to move forward in dissolving the Mounds View Economic Development <br />Commission (EDC). <br />The City Council has based there decision for a variety of reasons including but not limited <br />to the following: <br />Lack of or reduced economic development activity, the fact that the EDC has <br />accomplished most of the priority items over the years except for a few long-term projects, <br />only having 2-3 meetings per year to fulfill by-law requirements, etc., lack of speaker <br />topics, hard to get a quorum at times, and difficult to get enough people interested in <br />applying for the Commission. <br />The Mounds View Economic Development Authority (EDA) will remain the same with the <br />City Council serving at the EDA. There is a sub -committee called the Development <br />Review Committee that is a sub -committee of the EDA that reviews development <br />proposals and decides if the developments are worthy to bring forward to the full EDA. <br />The City Council has the option of calling upon a couple of former EDC Commissioners <br />or other non -City Council Members to participate on that committee as -needed. <br />Discussion: <br />City Attorney Scott Riggs has prepared an Ordinance that removes any reference to the <br />Mounds View Economic Development Commission.
