08E - Attachment 4
1
January 13, 2025
Richard J. Mitchell
8391 Spring Lake Road
Mounds View, MN 55112-6151
Dear Sir:
Please accept this letter as formal notice that the City of Mounds View will be moving forward with
abating the violation of our City Code — 91.003 SUBD. C. 3 which prohibits the outside storing or keeping
of old machinery, junk, furniture, household furnishings, appliances and/or components, rusting
inoperable or unusable equipment, or other debris visible on private or public property.
You received a letter dated July 25, 2024 providing you 6 weeks to address the issue, that deadline was
August 29, 2024. A visual inspection of the property from the Road on January 9, 2025 indicates no
substantive clean-up/removal has occurred.
The abatement process provides the city with legal authority to come onto your property to clean up
the items detailed above. The City will hire a contractor to do the work and all costs related to the clean
up will be your responsibility. You have the option of a direct payment or absent that, the city will
assess your property which then incurs additional fees and charges that will also be assessed.
The Council will be adopting a resolution at their January 27, 2025 meeting authorizing staff and legal
counsel to take all necessary steps to remediate the situation and assess all costs incurred to the
property owner.
If you wish further information or want to discuss this I am reachable at
nyle.zikmund@moundsviewmn.org or 763-717-4001.
Nyle Zikmund
City Administrator
