M0U--N-DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08A <br />Meeting Date October 28, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Second Reading of Ordinance 967, Amending City Code Title <br />900, Section 907 establishing a point of purchase sale <br />requirement for real properties to have their lateral sewer line <br />inspected and if needed, repaired. <br />Introduction: <br />Inflow and Infiltration of gray water, waste water and ground water into our sanitary <br />sewer lines is a concern given the cost of treatment paid to the Metropolitan Council <br />every year approaches or exceeds nearly one million dollars. A Lateral Sewer Line <br />Inspection and Repair program has been successfully implemented in a number of <br />communities both here in Minnesota, but as well as across the nation. <br />The genesis of this ordinance comes from the July Workshop at which the Water <br />Preservation Project or HOPP program was introduced. Council directed staff to <br />proceed. This will be a key component of the program. <br />The draft ordinance has been posted on our web page since September 30, 2019. First <br />reading occurred at the October 14, 2019 Council meeting. This has also been <br />discussed at two workshops. <br />Discussion: <br />The vast majority of our sanitary sewer system was installed between 1960 and 1980. <br />The City has been scoping and re -lining our main lines for the past decade. The meters <br />at our lift station detect substantive increase in flows during and immediately after <br />measurable rainfall. All of this information supports the fact we have significant and <br />substantial clear water infiltration into the sanitary sewer system which includes the <br />lateral lines. <br />While the city continues to line the mains (45% done) it is critical to start on a program <br />to address the laterals. A secondary benefit to this program will be prolonging the life of <br />laterals as well as preventing potential blockages and substantive damage to private <br />homes. <br />Both Golden Valley and North St. Paul have robust programs with this modeled after the <br />Golden Valley program. Real property owners who put that property up for sale will be <br />required to have their lateral inspected. Upon completion of the inspection a Mounds <br />View Technician will read the report and prescribe needed repairs. The cost for the <br />resident will be fee of $250 to cover the administration, reading, and <br />educational/assistance effort with the property owner. The property owner will also be <br />responsible for the cost of the inspection and repairs which will range from a low of <br />1,500 to upwards of $10,000 or more if a complete replacement is needed and it <br />occurs in winter months. <br />The Mounds View Vision <br />A Thriving Desirable Community
