Currently, it is estimated that upwards of 25% or slightly more of our infiltration bill to the <br />Met Council is due to this type of clear water coming into the system. The annual cost <br />of this adds $250,000 to our bill. Furthermore, the cost of building and maintaining a <br />wastewater treatment facility runs into the 100's of millions and absent participants <br />engaging in conservation and maintenance efforts, that cost will be born on the backs of <br />users as well. <br />The adoption of this ordinance will result in the creation of a new position in Public <br />Works funded in majority by the fee imposed on the sale. On average, about 100 <br />properties per year change. <br />If adopted, staff will work on an RFP to generate a qualified contractor property owners <br />can choose to hire for both the scoping and repair. <br />Implementation will occur via general education/communication vehicles to both <br />residents as well as commercial and residential real estate agents. <br />First reading occurred on October 14, 2019 and staff has received no feedback or <br />comments. <br />Strategic Plan Strategy/Goal: <br />Making Mounds View a welcoming place. <br />Financial Impact: <br />None <br />Recommendation: <br />Staff recommends the Council conduct Second Reading and Adoption of Ordinance 968 <br />along with summary publication. <br />Respectfully submitted, <br />Nyle Zikmund <br />Attachment(s): <br />1.
