M0U__N_DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08C <br />Meeting Date: May 10, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9426 Approving a Class B Restaurant License for <br />Mounds View Chicken, LLC dba Popeyes Louisiana Kitchen, <br />2213 Mounds View Boulevard <br />Introduction: City Code Chapter 111.03 (New Code) requires that restaurants obtain a <br />City Business License in order to operate in the City of Mounds View. Mounds View <br />Chicken LLC. has applied for a license to operate a fast-food restaurant, Popeyes <br />Louisiana Kitchen, at 2213 Mounds View Boulevard. (Previously operating as Arepabite, <br />which closed for business in late 2019). <br />Discussion: Mounds View Chicken, LLC. Is applying for a Class B Restaurant License. <br />Class B restaurants have an occupancy load of 100 or less. The City has received the <br />appropriate fees, completed and signed application materials, and a copy of their Ramsey <br />County Food License. <br />Utility Billing — Popeyes is not delinquent on their water/sewer billing. <br />Ramsey County Taxation - Property taxes due, in the amount of $9,038 on May 17, 2021, <br />have not yet been paid. <br />Fire Inspection (City of Mounds View Fire Inspector) — This property has been inspected <br />for Fire Code compliance. The following violations were found: <br />1) Fire - Sprinkler Systems - Sprinkler Obstructions. Remove obstructions that will <br />affect fire sprinkler discharge. (NFPA 13 Sec. 8.5.5) Decorative suspended <br />lighting in the dining room prevents proper sprinkler coverage. Two options. 1) <br />Extend existing heads through the decorative lighting and add new heads above <br />for proper coverage. This work would require a new Fire Permit. 2) Remove <br />decorative suspended lighting to allow system to function as intended. <br />2) Fire - Sprinkler Systems - Escutcheon Plates Replace missing sprinkler head <br />escutcheon plates in the following location(s): (NFPA 13 6.2.7.2) Replace the <br />missing escutcheon plates throughout the building. <br />3) Fire - Sprinkler Systems - Valve Security Sprinkler system control valves must be <br />secured and locked in the open position to prevent tampering or located in a <br />secured room.
