MOUNVWEW- itv <br />City of Mounds View Staff R <br />Item No: 08B <br />Meeting Date: June 14, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9429, to Consider a <br />Chicken/Duck-Keeping License Request from Melinda Christensen, 2085 <br />Terrace Drive <br />Introduction: The Mounds View City Council passed Ordinance 903, which amended Chapter <br />701 of the Code, to provide for limited and controlled raising and keeping of chickens and/or ducks <br />on properties zoned R-1, Single Family. Residents are limited to no more than eight chickens or <br />ducks restricted to only backyard areas. This Ordinance became effective on August 3, 2015. <br />Melinda Christensen has submitted an application to raise chickens on her property. <br />Discussion: The applicant, Melinda Christensen, has submitted an application to raise eight <br />chickens on her property located at 2085 Terrace Drive. The City requires that backyard areas within <br />which the chickens roam must be fenced. A site inspection conducted on May 18, 2021, indicated <br />that a fence exists enclosing the rear yard. The site plan submitted shows that the coop will have <br />the required minimum 20' setbacks from all property lines. It appears Ms. Christensen meets all <br />requirements under Ordinance 903. <br />In accordance with Ordinance 903, initial applications shall be considered by the City Council after <br />holding a public hearing. Approval of renewal applications are done administratively unless the City <br />has received substantial complaints or related violations have been documented during the previous <br />year. <br />Staff has published a public hearing notice in the May 25, 2021, edition of the Shoreview Press, the <br />City's official newspaper. In addition, as required, notices to residents within 350 feet of the subject <br />property were mailed on May 26, 2021. <br />Ms. Christensen has indicated that she will be present at the Zoom City Council Meeting/Public <br />Hearing. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, "...welcoming a desirable destination to all ages and cultures... and a place where <br />residents can live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends opening this public hearing for public comment and <br />approval of Resolution 9429 approving a chicken/duck-keeping license for Melinda Christensen <br />This is an annual license, and if approved, will expire on December 31, 2021. <br />Respectfully submitted, <br />Nyle Zikmund <br />i i,u _viuuuua view Vision <br />A Thriving Desirable Community
