Item 08F <br />Page 2 of 6 <br />but does not designate the exact location of the future homes. <br />That will be determined by the builder/homeowner, and reviewed <br />by Staff as part of the Building permit process. <br />Traffic: Lots 2, 3, & 4 will have driveways onto Pleasant View Drive. <br />Utilities: Lot 1 (existing house) is served by private well and Mounds View <br />sewer. This house is not required to connect to municipal water <br />because Lot 1 is not adjacent to a water main.3 Staff is <br />recommending a Condition of Approval requiring Lot 1 to connect <br />to municipal water, once it is available. <br />Lots 2, 3, and 4 will be served by Fridley (sewer & water). Fridley <br />will assess the owner for a sewer/water connection charge. <br />Drainage: Rice Creek Watershed District (RCWD) has granted a conditional <br />permit (CAPROC). <br />Lots 2, 3, & 4 will include a storm water infiltration basin, <br />approximately 60' X 120' (bottom of basin on Lots 3 & 4). The <br />basin looks large because it handles storm water from County <br />Road I and Pleasant View Drive (no curb on County Road 1). The <br />basin is to be maintained by the property owners. The developer <br />is suggesting that the City maintain this basin because it serves <br />the street, and not just the four lots. The Council may wish to <br />discuss. <br />Community Facilities: N/A <br />Public Safety: There are four fire hydrants within 600' of the development. <br />Neighboring Land Uses: The development is in a single-family neighborhood. <br />Natural Features: The property is heavily wooded. Almost all of the trees will be <br />removed because of the need to raise the house pads, and <br />accommodate the storm water infiltration basin. Trees will be <br />maintained along the project perimeter, and on Lot 1 <br />Open Space: The lots exceed the minimum lot size. <br />Comprehensive Plan: The property is guided for single-family detached homes. <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage land owners to maintain their properties, & consider residential development. <br />Financial Impact: <br />None. <br />s Mounds View Municipal Code, Section 906.01, Subd 2(a) (Exceptions) <br />The Mounds View Vision <br />A Thriving Desirable Community
