Mounds View City Council June 44, 2021 <br />Regular Meeting Page 3 <br />1 recommending the licenses be revoked at this time noting it would take months to move people <br />2 off of this property. <br />3 <br />4 Mayor Mueller opened the revocation hearing at 7:25 p.m. <br />5 <br />6 Hearing no input, Mayor Mueller closed the revocation hearing at 7:25 p.m. <br />7 <br />8 Council Member Meehlhause stated it appears there has been no change or improvement to the <br />9 property since January. Housing/Code/Fire Inspector Schoeman reported this was an accurate <br />10 assessment of the property. <br />11 <br />12 Council Member Meehlhause inquired if the City would have any financial responsibility in <br />13 relocating these residents. City Attorney Riggs advised this was a different situation than the <br />14 Skyline Motel property where the City purchased the property. He noted this was a licensing <br />15 matter. He discussed the rights these tenants had with the landlord. <br />16 <br />17 Council Member Cermak indicated she cried when she saw the pictures of these properties. She <br />18 questioned how any landlord could allow their tenants to live like this. She supported the City <br />19 revoking these rental licenses. <br />20 <br />21 Council Member Bergeron asked why one of the units was unoccupied. Housing/Code/Fire <br />22 Inspector Schoeman reported there was an electrical fire in this unit and this unit was <br />23 condemned. He explained the property owner tried to hire an unlicensed contractor to fix the <br />24 unit, but the City put this work to a stop. <br />25 <br />26 Council Member Bergeron stated this property owner has callously disregarded the safety of the <br />27 tenants and he supported the rental licenses being revoked. <br />28 <br />29 City Administrator Zikmund asked if this property owner owned any other rental properties in <br />30 Mounds View. Housing/Code/Fire Inspector Schoeman reported this property owner did not have <br />31 any other rental properties. <br />32 <br />33 City Administrator Zikmund suggested the Council add a clause stating the City would not issue <br />34 any rental licenses for any other properties in Mounds View for this property owner until this site <br />35 was remedied. City Attorney Riggs reported this clause could be added to the Resolution. <br />36 <br />37 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9434, <br />38 Revocation of Rental License #2021-00202 (2075 Hillview Road) and #2021-0023 (2081 <br />39 Hillview Road) as amended to ensure a rental license would not be issued to this property owner <br />40 due to the existing violations. <br />41 <br />42 A roll call vote was taken. <br />43 <br />44 Ayes — 5 Nays — 0 Motion carried. <br />45
