Page 4 of 5 <br />Commerce Lens: <br />Residents and guests value a commercial center/corridor in which goods and services can be <br />obtained absent traveling great distances. While choices are clearly personal, fast food options <br />are adequate with chain brands as well as local fare. Sit down restaurants are available, <br />however, Comprehensive Plan and Social Media feedback have indicated desire for additional <br />options. Pharmacy, auto repair, car wash, liquor and tobacco, gasoline and limited grocery <br />combine with limited entertainment/activity with the movie theater, bowling and city <br />park/community center. Specialty commerce includes stucco, bike shop, veterinary, dental, <br />library, car sales, barbershops/salon, pharmacy, insurance, legal, accounting, appliance and <br />limited basic goods) (Dollar Store and Shady Deals). <br />Additionally, while not commercial, there is multi -family housing for workforce, market rate <br />apartments, and senior living options on/along the corridor which is in close proximity to the <br />commercial goods and services as well as mass transit (bus and parking lot) components. <br />Missing is the fine dining, brew house, and higher end grocery. <br />Policy Questions: <br />1. Are there other commercial businesses or services council wishes to attract? The top five, <br />according to the City's 2018 community opinion survey were; Gas Stations; Large Grocery <br />Store; Sit -Down Restaurant; and a Bakery/Fast Casual Restaurant/Ice Cream Shop (tied). <br />2. What investment(s) is/are the Council willing to make to secure one of the <br />aforementioned? <br />Economic Development Lens: <br />Council/EDA is very familiar with this lens as it has been the primary area of all recent <br />redevelopment. Additionally, Council/EDA and staff just spent a substantive time at workshop <br />discussing redevelopment city-wide but much of the discussion was around properties on the <br />Boulevard and in fact, that discussion is in part — what has led to this discussion. <br />Policy Questions: <br />1. Pastor Enterprises has indicated) a willingness to revamp their entire site. Staff shared <br />with the Development Committee a project in Mendota Heights that is similar in size. <br />Should staff pursue this discussion with Pastor (knowing at some point Pastor is likely to <br />request/expect city contribution of some kind). <br />Commented [DP3]: Add Pharmacy (have two on the corridor, <br />both within walking distance of Senior living. <br />Commented [JS4]: This was some time ago. We need to check - <br />in with them before July if this is still on their radar. I don't think we <br />need CC permission to do this. <br />
