This modification meant that any excavation done within a wetland required the applicant to go through <br />Section 404 permitting procedures. In 1998, however, this decision was modified so that the COE only <br />regulates excavation in wetlands when it is associated with a fill action. <br />3.14 FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) <br />FEMA manages federal disaster mitigation and relief programs, including the National Flood Insurance <br />Program (NFIP). This program includes floodplain management and flood hazard mapping; however, <br />Mounds View is within an unmapped area. Additional information regarding floodplain mapping can be <br />found in Section 2.11. <br />3.15 NATURAL RESOURCES CONSERVATION SERVICE (NRCS) <br />The Natural Resources Conservation Service (NRCS) is a division of the U.S. Department of Agriculture. <br />Formerly named the Soil Conservation Service (SCS), the NRCS provides technical advice and engineering <br />design services to local conservation districts across the nation. The Soil Conservation Service published <br />the official soils survey for Anoka and Ramsey Counties. The SCS also developed hydrologic calculation <br />methods that are widely used in water resources design. <br />3.16 U.S. GEOLOGICAL SURVEY (USGS) <br />The USGS provides mapping and scientific study of the nation's landscape and natural resources. USGS <br />maps provide the basis for many local resource management efforts. <br />3.17 U.S. FISH AND WILDLIFE SERVICE (USFWS) <br />The USFWS works to conserve and protect the nation's fish, wildlife, plants, and habitat.
