4.0 LSWMP REFERENCES <br />4.1 2020 RCWD WATERSHED MANAGEMENT PLAN <br />The 2020 RCWD Watershed Management Plan (WMP) provides the guidance and implementation <br />strategies for the RCWD to manage its water and natural resources set forth in Minnesota Statutes <br />103B.231 and Minnesota Rule 8410. <br />The RCWD organizes its 2020 WMP into nine management categories that are used to describe the <br />diversity of resources and issues across the District. These categories encompass specific resource <br />concerns and associated issues. The management categories are the foundation by which the RCWD will <br />organize its actions and efforts to meet measurable goals and address priority issues of the RCWD. These <br />management categories are: <br />1. MS 103E Public Drainage Systems <br />2. Non-103E Drainage Systems <br />3. District Facilities <br />4. Flooding <br />5. Water Quality Management <br />6. Funding <br />7. Collaborations <br />8. Regulatory <br />9. Communication, Outreach, and Education <br />4.2 RCWD RULES <br />Following its last WMP update, the RCWD Board of Managers adopted a revised set of rules. Designed to <br />protect the public's health, welfare, and natural resources, these rules govern stormwater management, <br />soil erosion and sediment control, floodplain alterations, wetland alterations, and other activities. The <br />latest version of these rules is enforceable under Minnesota Statute and can be found at the RCWD's <br />website at.http://www.ricecreek.org/. <br />As noted in Section 3.1, it is the City's intent to adopt by reference and enforce RCWD's Rules C, D, E, <br />and F and for the City to accept the authority and responsibility to implement the Wetland Conservation <br />Act (WCA) in the City. <br />4.3 SOUTHWEST URBAN LAKE STUDY REPORT AND MANAGEMENT ACTION PLAN <br />The RCWD completed the Southwest Urban Lake Study in 2009. This study analyzed 24 urban lakes in <br />the southwest portion of the RCWD, which included Spring Lake. The goal of the report was to assess <br />water quality in relation to state standards and to develop Management Action Plans (MAPS) for each <br />lake.
