4) The City Responsibilities and Rights regarding Optional Improvements within Infiltration Features <br />included with the Street and Utility Improvement Program shall be: <br />a) Upon request, the City shall provide to the Property Owner any information it may have <br />regarding possible financial assistance programs for the Optional Improvements. <br />b) The City shall have the authority to prevent Optional Improvements from becoming unsightly or <br />causing any other type of nuisance to the public. <br />c) The City shall have the right to remove any Optional Improvements as necessary for activities to <br />maintain the stormwater management functionality of the swale. <br />i) Any areas disturbed by the City in the course of maintenance activities will be restored by the <br />City with the Standard turf as described in Part 1 of this Resolution. <br />ii) Any reinstallation or replacement of Optional Improvements in areas affected by City <br />maintenance activities shall be the sole responsibility of the Property Owner, in accordance <br />with Part 3 of this Resolution. <br />During each SUIP project, the City evaluated the streets to be reconstructed with the project and <br />identified locations in the public right-of-way where infiltration swales were feasible. The placement of <br />the infiltration swales was a function of various physical and property owner hardship parameters <br />including: <br />■ Existing subsurface characteristics (e.g., permeability, groundwater elevation, utilities, etc.) <br />■ Physical obstacles (e.g., significant trees) <br />■ Steep slopes <br />■ Relative elevation (e.g., locate swales at low points) <br />■ Property owner safety and maintenance considerations <br />4.6 MUSTANG DRIVE DRAINAGE STUDY <br />Completed in June 2007, the Mustang Drive Drainage Study presented the results of a hydrologic and <br />hydraulic analysis of local flooding issues at the intersection of Mustang Drive and Mustang Circle in the <br />southeast corner of the City (Subdistrict RC-3). This study provided the City with recommendations for <br />surface water system improvements to address the local flooding issues. Per the study's <br />recommendations, an overflow system from this intersection was constructed. <br />4.7 EDGEWOOD DISTRICT DRAINAGE PLAN <br />The Edgewood District Drainage Plan was completed in March 1988 to address on -going flooding issues <br />within the Edgewood Drainage District. This Plan presents an analysis of various conveyance and regional <br />ponding concepts as a retrofit to the existing stormwater system to more effectively manage surface <br />water within the Edgewood District. More specifically, the Plan identifies outlet configuration <br />improvements for the basin in Subdistrict EW-6. <br />4.8 SILVER VIEW POND MANAGEMENT PLAN <br />The 2012 Silver View Pond Management Plan was prepared for Mounds View in response to <br />neighborhood and City concerns regarding the management of Silver View Pond. This Management Plan <br />focuses on improving the water quality and wildlife habitat value within Silver View Pond.
