cost-effective process to address RCWD volume control requirements. Per the City Council's resolution, <br />the main components of the SIP were: <br />1) The City Responsibility for Standard Surface Infiltration Features included with the Street and Utility <br />Improvement Program are/were to: <br />a) Furnish and install all materials to establish turf grass infiltration swales at all locations <br />designated by the City, including at a minimum: <br />i) Provide necessary curb cuts. <br />ii) Grade an infiltration swale within City right-of-way. <br />iii) Restore the infiltration swale with turf. <br />b) Provide the owner of the property adjacent to the swale with educational materials and a list of <br />technical resources regarding the maintenance of the swale. <br />c) Inspect the feature regularly to ensure functionality and effectiveness from a stormwater <br />management perspective. Minimum inspection period is once every 5 years. <br />d) Perform activities as necessary to maintain functionality and effectiveness from a stormwater <br />management perspective. <br />2) The Responsibility of Owners of Property adjacent to Standard Surface Infiltration Features included <br />with the Street and Utility Improvement Program are to: <br />a) Perform ongoing maintenance of the turf surface within the swale in accordance with the City <br />Code. <br />3) Owners of Property adjacent to Standard Surface Infiltration Features included with the Street and <br />Utility Improvement Program shall have the opportunity to perform Optional Improvements to the <br />infiltration swale in accordance with the following: <br />a) Any portion of the turf surface may be replaced with plantings, retaining walls, or other <br />landscaping elements, subject to the following: <br />i) Modifications of the underlying soil will not be allowed. <br />ii) Any modification of the surface of the swale that adversely affects the infiltration functionality <br />will not be allowed. <br />iii) Any modification of the swale size, shape, depth, or other parameters requires advance <br />approval of the City. <br />iv) Upon request, the City will provide the Property Owner with a list of technical resources for <br />plantings. <br />b) The Property Owner will be solely responsible for initial and ongoing costs of Optional <br />Improvements. <br />c) The Property Owner will be solely responsible for the installation of Optional Improvements. <br />d) The Property Owner will be solely responsible for all ongoing maintenance of Optional <br />Improvements. <br />e) Optional Improvements may be performed at any time following the construction of the swale. <br />City of Mounds View 22 <br />Local Surface Water Management Plan Stantec Project No. 193804166 <br />5tantec <br />
