6.4 IMPAIRED WATERS AND TMDLS
There is one waterbody within the City of Mounds View currently identified on the state list of Impaired
Waters: Rice Creek (between an unnamed lake and Long Lake and between Long Lake and Locke Lake).
In addition, three waterbodies that are outside of the City but receive discharge from the City also are on
the state list of Impaired Waters: Long Lake, a downstream stretch of Rice Creek, and the Mississippi
River. The list of Impaired Waters is known as the 303(d) list from the applicable section of the Federal
Clean Water Act; these waters are ones that do not currently meet their designated use due to the
impact of a particular pollutant or stressor. If monitoring and assessment indicate that a waterbody is
impaired by one or more pollutants, it is placed on the list.
Information for impaired waters is identified in Table 6.2 and Figure 6.1. The absence of a waterbody
from the 303(d) list does not necessarily mean the waterbody is meeting its designated uses. It may be
that it has either not been sampled or there is not enough data to make an impairment determination.
Table 6.2 - Impaired Waters Receiving Discharge from Mounds View
Impairedb..
IL
Pollutant or Stressor
L
Mississippi River —
Aquatic Recreation
Fecal coliform
Crow River to
Upper St. Anthony
Falls
07010206-805
Aquatic Consumption
PCB in fish tissue
Aquatic Consumption
Mercury in fish tissue
Aquatic Life
Nutrient/Eutrophication
Upper Mississippi
River
Multiple
Aquatic Recreation
Escherichia coli
Drinking Water
Escherichia coli
Aquatic Life
Total suspended solids
Rice Creek —
Aquatic Life
Fish bioassessments
Unnamed Lake to
Long Lake
07010206-583
Aquatic Life
Aquatic macroinvertebrate
bioassessments
Rice Creek — Long
Lake to Locke Lake
07010206-584
Aquatic Life
Aquatic macroinvertebrate
bioassessments
Aquatic Life
Fish bioassessments
Aquatic Recreation
Escherichia coli
Aquatic Recreation
Nutrient/Eutrophication Biological
Indicators
Aquatic Consumption
Mercury in fish tissue
Long Lake
62-0067-00
Aquatic Life
Chloride
Source: Impaired Water Viewer at https://www.pca.state.mn.us/water/impaired-waters-viewer-iwav
City of Mounds View 29
Local Surface Water Management Plan } } Stantec Project No. 193804166
