2. Create a list of impaired waters that do not meet standards and update the list every even -numbered
year.
3. Set pollutantreductiongoals needed to restore impaired waters, called the total maximum daily load
"States must develop a list of impaired waters that require total maximum daily load (TMDL) studies,
and submit an updated list to the U.S. Environmental Protection Agency (EPA) every even -numbered
year for approval. The TMDL is the maximum amount of a pollutant a body of water can receive
without violating water quality standards, and an allocation of that amount to the pollutant's
sources. "
As a part of the NPDES program, Mounds View is required to review all discharges from their MS4 system
to impaired waters, as defined by the current EPA approved 303(d) list. The review of their MS4 system
to impaired waters should include the following:
1. Review the Impaired Waters List to determine whether there are any impaired waters located within
one mile of the City's boundaries that receive discharge from the City's MS4. For waters that are
impaired only for mercury, the review process stops here.
2. Identify the location(s) of discharge(s) from the City's MS4 to the impaired waters. Discharges may
include pipes, outlets, ditches, swales, street gutters, or other discrete conveyances for surface water
runoff.
3. Delineate the watershed area within the City's jurisdiction that discharges to each impaired water.
4. Prepare an impaired water evaluation addressing the hydrology, land use, and other characteristics of
each watershed area delineated.
5. Prepare an impaired waters report. This report will address the results of the impaired waters
evaluation along with a determination of whether the City should make changes to the Mounds View
SWPPP to reduce the impact from the City's MS4 stormwater discharge to each impaired water.
6. The City will incorporate the changes identified in the impaired waters report into the City's SWPPP
and be reported through the annual reporting process.
To date, Mounds View has not prepared an impaired waters report for any of the identified impaired
waters identified in Table 6.2. Table 8.3 identifies a proposed starting date for the necessary impaired
waters. Discussion about the directives for impaired waters and ultimately TMDL studies addressing the
impairments for the waterbodies listed in Table 6.2 is presented in the Implementation Section (Section
8) of this LSWMP. Section 8 identifies how Mounds View intends to be involved in the directives identified
above and the City's strategy for implementing these directives. A completed TMDL study affecting
Mounds View is the Upper Mississippi River Bacteria TMDL, which describes reducing E.coli loading for
several stream reaches that include Rice Creek. The City is listed as a regulated MS4 on this TMDL. Policy
33 in Section 7.4.1 will help the City address the Upper Mississippi River bacteria TMDL. The Twin Cities
Metro Chloride TMDL and the South Metro TSS TMDL are also officially approved. The City of Mounds
View is listed as a regulated MS4 on these TMDLs. Policy 33 in Section 7.4.1 will help the City address the
Twin Cities Metro Chloride TMDL. Policies 9, 12-17, 30, 33-35, and 36-38 in Section 7 as well as many of
the implementation activities in Table 8.3 will help the City address the South Metro TSS TMDL.
6.5 NPDES PERMITTING PROCESS
The MPCA has designated the City of Mounds View as an NPDES Phase II MS4 community (MN Rules
7090).
