stormwater associated with Municipal Separate Storm Sewer Systems (MS4s) was issued initially in 2003, <br />and the permit is updated every five years. The permit application outlined Mounds View's SWPPP, which <br />addresses six minimum control measures: <br />1. Public education <br />2. Public involvement <br />3. Illicit discharge detection and elimination <br />4. Construction site runoff control <br />5. Post -construction runoff control <br />6. Pollution prevention in municipal operations <br />The City's SWPPP contains several best management practices within each of the listed control measures. <br />These were identified using a self -evaluation and input process with City staff. Many of the goals and <br />policies discussed in this Local Water Management Plan are directly related to requirements listed in the <br />NPDES program. Per the requirements of the MS4 Permit, the City will review their SWPPP and update as <br />necessary on an annual basis. A link to the City's current SWPPP can be found on the MPCA website: <br />https://stormwater.pca.state.mn.us/images/5/51/City of Mounds View SWPPP Doc.pdf <br />The City will coordinate water resource education efforts with outside agencies to complete the City's <br />goals as outlined in their MS4 SWPPP, which may include fulfilling their public education requirements by <br />obtaining educational information and assistance from the RCWD. <br />6.6 REGULATORY STANDARDS <br />As noted in Section 3.1, It is the City's intent to adopt by reference and enforce RCWD's Rules C, D, E, <br />and F and for the City to accept the authority and responsibility to implement the Wetland Conservation <br />Act (WCA) in the City. The City will enter into a MOU with the RCWD for the City to adopt ordinances that <br />adopt RCWD's Rules C, D, E, and F by reference within 180 days of RCWD approval of the LSWMP and <br />for RCWD to no longer assert its authority for those rules. The City understands that if these actions are <br />not completed within 180 days of RCWD's approval of the LSWMP, RCWD will continue asserting its <br />authority for RCWD Rules C, D, E, and F and serving as the WCA LGU in the City. <br />The RCWD will no longer apply its authority for Rules C, D, E, and F within the City but will continue <br />administering the remaining RCWD rules in the City, which will require permits with RCWD. The City will <br />work with the Board of Water and Soil Resources (BWSR) on resolutions for the City to accept the <br />authority and responsibility to implement WCA in the City. <br />In the event of inconsistent or conflicting standards, the stricter standard will prevail. <br />6.7 SURFACE WATER SYSTEM ASSESSMENT <br />The preparation of this plan included an assessment of the City's current surface water system, including <br />storm sewer, regional stormwater basins, and drainage areas.
