• Previous versions of the City's LSWMP
• RCWD Watershed Management Plan
• Basemap and record plans of City street and utility projects
As part of the assessment of the City's surface water system, drainage boundaries and flow paths were
delineated based on the best available data. A map of Mounds View's surface water system, including
drainage areas and boundaries, can be found on Map 1 in Appendix A. The City is divided into 10
drainage districts that are further divided into drainage subdistricts to account for specific surface water
features, with all of the subdistricts ultimately draining to Rice Creek.
The City is almost entirely developed, and the existing flooding issues can generally be categorized as
small scale nuisance flooding. These types of flooding issues are best analyzed in a subdistrict level
drainage study such as the studies identified in Section 4, rather than in a planning level document such
as this LSWMP. Therefore, the broader approach to summarizing modeling information taken in this
LSWMP is warranted.
6.8 SURFACE WATER MANAGEMENT ISSUES AND POSSIBLE CORRECTIVE
ACTIONS
The following list of items presented in Table 6.3 represent current surface water management issues as
identified by the documents included in Section 4 of this plan. It is not the intent of this list to include all
current surface water management issues identified in the documents in Section 4, only those issues with
a possible corrective action that directly affects the City. The implementation of the possible corrective
actions will be addressed in the Implementation Section (Section 8). It may be necessary to conduct
further investigation into the feasibility and scope of the possible corrective actions identified in Table 6.3
prior to proceeding with the improvements. Note that compliance with the City's adopted ordinances and
the Wetland Conservation Act will be needed in order to proceed with the corrective actions.
City of Mounds View 33
Local Surface Water Management Plan Stantec Project No. 193804166
5 5tantec
