7.4.1 POLLUTION PREVENTION <br />Goal: Detect and address urban pollutants discharged to storm sewers. <br />Policy 30: Implement the NPDES Stormwater Pollution Prevention Plan as stated in the most current <br />version of the MS4 permit. <br />Policy 31: Review and update City code to include language for Illicit Discharge and Illicit Connections <br />consistent with current state guidance. <br />Policy 32: Enforce an ordinance requiring that animal waste on public property is disposed of properly. <br />7.4.2 MONITORING AND MAINTENANCE <br />Goal: Maintain the function and effectiveness of the City's surface water management system through <br />monitoring and maintenance. <br />Policy 33: Continue to conduct biannual street sweeping. <br />Policy 34: Continue inspection and maintenance of the City's surface water conveyance and ponding <br />system as outlined in the City's SWPPP. <br />Policy 35: Complete employee training in the operation, maintenance, and inspection of the City's storm <br />sewer system. <br />7.4.3 PUBLIC EDUCATION <br />Goal: Inform and educate residents, property owners, and business operators about surface water <br />pollution, the effects of urban runoff, and the need to protect natural resources. <br />Policy 36: Implement a public education and outreach program as identified in the City's MS4 permit and <br />coordinate these activities with the Ramsey County Parks and Recreation Soil and Water <br />Conservation Division and RCWD where feasible to maximize the impact of these efforts. <br />Policy 37: Promote citizen and volunteer efforts to protect, restore, and enhance local water and natural <br />resources. <br />Policy 38: Use available opportunities through its newsletter, public meetings, website, Comprehensive <br />Plan, or interpretive elements at parks and open space sites to inform its residents about the <br />value of local water resources, the effects of stormwater runoff, and opportunities for <br />stewardship of water and natural resources. <br />7.4.4 FUNDING <br />Goal: Secure adequate funding to support implementation of the LSWMP. <br />City of Mounds View 42 <br />Local Surface Water Management Plan 5ta nte+c Stantec Project No. 193804166 <br />�i <br />
