Operators are trained in proper winter salt <br />usage and certified through the MPCA. <br />8.3 NPDES IMPLEMENTATION <br />As discussed in Section 6.5, the City of Mounds View is designated as an NPDES Phase II MS4 <br />community. As part of Mounds View's application to obtain permit coverage, the City's Stormwater <br />Pollution Prevention Program (SWPPP) identifies many specific implementation items related to surface <br />water management in Mounds View. While it is not the City's intent to reproduce the specific <br />implementation items from their SWPPP in this LSWMP (see link to the current SWPPP in Section 6.5), the <br />specific items identified in the SWPPP can be lumped into implementation categories, including: <br />■ General ongoing SWPPP implementation items, including: <br />o system inspections <br />o educational materials <br />o website updates, etc. <br />■ Ordinance updates, specifically: <br />o Construction Site and Land Disturbance Runoff Control <br />o Post Construction Site Runoff Control <br />o Illicit Discharge and Illicit Connection <br />■ Plan review procedures and standards <br />■ NPDES Annual Report <br />■ Surface Water System Map <br />The cost for implementing the items listed above will vary from year to year, but, for budgeting purposes, <br />estimated costs for these items are included in Table 8.3. <br />8.4 PRIORITY SYSTEM IMPROVEMENT PROJECTS AND ACTIVITIES <br />Based on the assessment of the City's current surface water management program and the <br />implementation items in the preceding sections, a list of system improvement activities has been <br />identified. The system improvements identified range from those being driven by regulatory requirements <br />to those driven more by the functionality of the City's regional surface water management system. Table <br />8.3 presents a summary of recommended surface water management activities. The budget amounts <br />included in this table should be considered planning -level cost estimates, with more specific cost <br />estimates to be determined as the project or activity approaches. Any implementation projects will need <br />to comply with applicable RCWD and state rules. <br />For capital improvement projects, the City will continue to rely on its detailed 5-year capital improvement <br />planning process to schedule and plan for funding these projects. The City creates its CIP on a five-year <br />basis and will reassess priorities and the implementation schedule annually. For purposes of this LSWMP, <br />the City is planning to spend an estimated $500,000 per year on stormwater system maintenance, <br />upgrades, and retrofits for the period 2022-2028. The activities listed in Table 8.3 will be used as a <br />reference for particular projects and activities specific to surface water management to be included in the <br />capital improvement planning process. Potential funding sources for the activities are listed in Section <br />8.6; no specific mix of funding sources has yet been determined for individual projects. It should be <br />noted that the activities identified in Table 8.3 are listed chronologically by activity category.
