discharge from the City are also on the state list of Impaired Waters: Long Lake, a downstream stretch of <br />Rice Creek, and the Mississippi River. <br />The City recognizes that the responsibility for completion and implementation of the TMDL studies lies <br />with the primary stakeholders contributing to the impairment. The City intends to cooperate with the <br />RCWD and other agencies in the development of the TMDL studies, acknowledging that these outside <br />agencies will take the lead on these studies. It is the intention of the City to implement the items/actions <br />identified in future TMDL Implementation Plans, funding the implementation items/actions as necessary. <br />Coordinate with RCWD to Address Degraded Water Quality in Spring Lake <br />The RCWD finalized the MAP for Spring Lake in 2009 as part of Phase II of the Southwest Urban Lakes <br />Study. The MAP included a management approach aimed at addressing the degraded water quality in <br />Spring Lake where the City is identified as a contributing partner. The report outlined recommendations <br />regarding watershed management and internal lake management. <br />Watershed management recommendations included six BMP retrofit opportunities that were identified in <br />a preliminary field reconnaissance. The MAP also included general practices to reduce nutrient runoff <br />that could be implemented even before data are available that can illuminate a more targeted <br />management approach. Internal lake management recommendations included developing an aquatic <br />vegetation management plan, developing a model to evaluate changes in the lake's water level, and <br />assessing the feasibility and cost of curly -leaf pondweed control options. <br />The RCWD identifies specific programs on their website (www.ricecreek.org) that are available to provide <br />funding assistance to Mounds View for stormwater management improvements, including: <br />Urban Stormwater Remediation Cost -Share Program <br />Water Quality Grant Program <br />Urban Water Quality Retrofit Projects <br />The City will look for opportunities in developed areas to install retrofit water quality improvement BMPs <br />to improve the overall water quality in Mounds View. The City will consider working with private property <br />owners to implement improvement projects, using the City's Stormwater Infiltration Program as a model <br />to accomplish these retrofit improvements.
