Item 08D <br />Page 2 of 11 <br />Lot Size Lot 1: 23,957 sq ft (0.55 acres) Caribou Cabin <br />Lot 2: 155,175 sq ft (3.56 acres) Theater Parking Lot <br />Lot 3: 10,738 sq ft (0.25 acres) Moe's <br />Utility Service Sewer and water will be extended from mains located in the <br />theater parking lot. <br />Access: Caribou will have cross -access easements through the Theater's <br />parking lot. Generally, customers will enter from existing <br />driveways on Edgewood Drive, and exit onto Mounds View <br />Boulevard from the existing driveway. Ramsey County has <br />reviewed, and does not require any changes. <br />At the July 71h Planning Commission meeting, it was asked if a <br />traffic study had been conducted (no), and some concerns <br />expressed about a pinch point at the drive-thru exit into the <br />parking lot. The Developer has stated that most of Caribou's <br />traffic will be before 10:00 AM. <br />Surface Water Drainage The Developer has applied for permits from Rice Creek <br />Watershed District. An existing storm water infiltration basin will <br />be altered (split in half, with Caribou in-between). The basin will <br />be 3' — 4' below grade, about the same as current. <br />Trail A trail is existing along Mounds View Boulevard. Caribou will <br />have a sidewalk and bike rack in-between the trail and the walk-up <br />order window. <br />The 1997 PUD Narrative required the owner to dedicate a 15' <br />wide easement to the City along Mounds View Boulevard for use <br />in implementing a Highway 10 design theme (it is not evident that <br />an easement was recorded). The trail was built outside of the <br />intended 15' easement. The Resolution includes a condition that <br />a 25' easement be dedicated alongside the right-of-way, for the <br />trail. <br />Parking3 The 15-screen theater has 2,160 seats, requiring 540 parking <br />stalls (1 stall per 4 seats )4. <br />Caribou Cabin will have 5 customer parking stalls, including 1 <br />ADA stall, plus stacking for eight vehicles in the drive-thru lane. <br />Within the Overlay District, parking requirements are a guideline. <br />The requirements (guideline) are 1 stall per 3 seats (5 stalls for <br />four 4-person tables), and 1 stall per employee. The parking plan <br />does not include employee parking. The Developer has stated <br />that there will be shared parking on the Theater's lot, for Caribou <br />employees.
