Item No: 05D
Meeting Date: July 26, 2021
M0U__NDitSVVfE_W
Type of Business: Consent
Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and Councilmembers
From: Jon Sevald, Community Development Director
Item Title/Subject: Resolution 9443, Approving the Preliminary Plat of Anthony
Properties, Second Addition; Amending the PUD Narrative for the
O'Neil Property; and Approving a Development Review for
Caribou Cabin; 2404 Mounds View Boulevard
Introduction:
Java Companies and Infinity Properties (e.g. Moe's Restaurant) are proposing to construct a
Caribou Cabin drive-thru coffee shop in the parking lot of the New Vision Theater. In 2019,
Caribou began constructing "Caribou Cabins" a drive-thru only coffee shop. Caribou operates
291 coffee shops in Minnesota, of which, nine are Caribou Cabins, the nearest being in Fridley
and Coon Rapids.
A revised Preliminary Plat was received on July 5th. The City Council held a Public Hearing on
July 12th, and tabled action to allow Staff time to review the revised plans.
Discussion:
Anthony Properties was approved as a Planned Unit Development (PUD) in 1998, and
subdivided in 1999. As a PUD, lot sizes and setbacks are customized to the project. Most City
Code requirements are considered a guideline, unless specified in the PUD Narrative. This
project requires approvals of; (1) Subdivision; (2) Amendment to the PUD Narrative; and (3)
Development Review of the coffee shop.
Caribou Cabin will reduce the Theater's parking lot by 45 parking stalls (31 for Caribou, and 14
for Moe's).
The theater closed in March 2020 due to the Covid-19 pandemic closure of public venues. New
Vision Theaters went into bankruptcy in July, 2020. AMC Theaters has taken over the lease,
and intends to re -brand, and re -open in summer 2021, as AMC Classic Mounds View 15.'
Whereas New Vision had planned on remodeling the theater to include stadium seating, thereby
reducing seating and parking by 50%, AMC has not communicated any plans for improvements.
It is Staff's opinion that the parking lot is more than adequate to serve the theater as -is, with the
reduction of 45 parking stalls.
Analysis:
Zoning The property is zoned Planned Unit Development (PUD), and is
within the County Road 10 Corridor Overlay District.
Preliminary Plat As a PUD, minimum lot size and dimensions are intended to be
clarified in the PUD Narrative. The 1997 PUD Narrative did not
foresee this redevelopment, thus the Narrative needs to be
amended.
Lot Size Lot 1: 23,957 sq ft (0.55 acres) Caribou Cabin
Lot 2: 155,175 sq ft (3.56 acres) Theater Parking Lot
Lot 3: 10,738 sq ft (0.25 acres) Moe's Parking Lot
https://www.amctheatres.com/new-vision-faq (accessed June 22, 2021)
