Item 05D <br />Page 2 of 11 <br />Utility Service Sewer and water will be extended from mains located in the <br />theater parking lot. <br />Access: Caribou will have cross -access easements through the Theater's <br />parking lot. Generally, customers will enter from existing <br />driveways on Edgewood Drive, and exit onto Mounds View <br />Boulevard from the existing driveway. Ramsey County has <br />reviewed, and does not require any changes. <br />At the July 711 Planning Commission meeting, it was asked if a <br />traffic study had been conducted (no), and some concerns <br />expressed about a pinch point at the drive-thru exit into the <br />parking lot. The Developer has stated that most of Caribou's <br />traffic will be before 10:00 AM, and should not compete with traffic <br />for the theater, or Moe's. <br />Surface Water Drainage Rice Creek Watershed District is reviewing the project and has <br />indicated that the building needs to be raised. At this time, it is not <br />known how this will affect the grading plan (e.g. effect on drive-thu <br />lane, and pedestrian access). <br />Trail A trail is existing along Mounds View Boulevard. Caribou will <br />have a sidewalk and bike rack in-between the trail and the walk-up <br />order window. <br />Parking3 <br />The 1997 PUD Narrative required the owner to dedicate a 15' <br />wide easement to the City along Mounds View Boulevard for use <br />in implementing a Highway 10 design theme (it is not evident that <br />an easement was recorded). The trail was built outside of the <br />intended 15' easement.
