Item 05D <br />Page 3 of 11 <br />Caribou Cabin will have 5 customer parking stalls. Within the <br />Overlay District, parking requirements are a guideline. The <br />requirements (guideline) are 1 stall per 3 seats (5 stalls for four 4- <br />person tables), and 1 stall per employee. The parking plan does <br />not include employee parking. The Developer has stated that <br />there will be shared parking on the Theater's lot, for Caribou <br />employees. A Condition of Approval requires that the Developer <br />submit evidence of a shared parking agreement with the Theater, <br />for Caribou employees. <br />Lot 3 consists of 14 parking stalls which will be sold by AP <br />Mounds View to Infinity Properties (Moe's Restaurant). During the <br />July 7t" Planning Commission meeting, Moe's expressed interest <br />in expanding outdoor seating. If any permanent structures are <br />built on Lot 3, it will likely require an amendment to the PUD <br />Narrative to change the allowable uses, or to remove Lot 3 from <br />the O'Neil Property PUD Narrative. <br />It is Staff's opinion that the theater has sufficient parking. During <br />the July 7t" Planning Commission meeting, the Commission <br />discussed what -if the Theater becomes a different use, such as a <br />church? The PUD Narrative would need to be amended, and the <br />needs would be re -addressed at that time. <br />Tree Preservation All trees within the project area will be removed, including a line of <br />mostly ash trees along the trail. Such trees will be replaced by the <br />Stormwater infiltration basin. The tree removal is consistent with <br />the City's tree protection requirements; to attempt to preserve the <br />maximum number of significant and specimen trees (Ash is <br />neither a significant, nor a specimen tree). <br />All trees to be removed within the project area, between the trail and the storm water <br />infiltration basin (photo, April 23, 2021). <br />The Developer is requesting to thin -out and remove trees within <br />the right-of-way, on the southeast corner of Mounds View <br />Boulevard & Edgewood Drive, to improve motorists' view of <br />Caribou. The Developer has met with the City Arborist, and <br />County Arborist.
