• Mounds View City Council December 17, 1990 <br />Special Meeting Page Three <br />Tom Foster, 2516 Ridge Lane spoke with regard <br />to Whiteoak Homeowner's Association. petition that <br />related to homeowner's yard work and allowed <br />removal of refuse from lake. He asked that <br />the .Council look at their petition again. <br />They want to do landscaping maintenance <br />without a permit. <br />Acting Clerk-Administrator Minetor stated the <br />committee did look at the petition and other <br />items. No group should have carte blanche. <br />To use fertilizers and weedkillers you must <br />have a permit. <br />Mr. Foster, 2516 Ridge Lane stated they need <br />a DNR permit to treat weeds, etc. He inquired <br />as to why a City permit is needed. <br />Acting Clerk-Administrator Minetor stated <br />different items were looked at for what was <br />appropriate for permits. The DNR has been <br />lax in some areas and that is-the reason for <br />• the City ordinance. <br />Peter Sabee, Barr Engineering he understands <br />it will be a burden to obtain a permit, but it <br />is necessary. Page 14, Item B covers this. <br />It is very specific rather than vague and its <br />intent is important. <br />City Attorney Richard Meyers stated that years <br />ago the Council stated they would protect wetlands <br />and that a 100 foot buffer zone would allow for <br />mowing, weed control, etc. The DNR has not always <br />been responsive in the past. <br />Tom Foster, 2516 Ridge Lane inquired if the City <br />has phosphate fertilizer ban? <br />Acting Clerk-Administrator Minetor replied it did <br />not. <br />Peter Sabee, Barr Engineering discussed the pros <br />and cons of phosphate fertilizer. <br />Acting Clerk-Administrator Minetor stated the <br />ordinance does not prohibit mowing in a buffer <br />zone. It prohibits mowing only in a wetland <br />district. Maintenance is allowed in the buffer <br />zone. <br />
