Mounds View City Council Page Two <br />Special Meeting December 17, 1990 <br />------------------------------------------------------------- <br />Mayor Hankner stated that a policy is needed to <br />state the purpose of the fee and the penalty for <br />failure to obtain a permit. <br />Acting Clerk-Administrator Minetor stated <br />that the resolution would have to include <br />the purpose of fee and penalties. <br />Peter Sabee of Barr Engineering clarified <br />page 14 of the ordinance. <br />Mayor Hankner inquired whether a permit is <br />needed for people mowing lawn in the <br />wetland district. Buffer zone would not <br />be included in permit requirements for <br />maintaining landscaping. <br />Councilmember-elect Pat Rickaby concerned <br />about the enhancement of the wetlands and <br />questioned whether the committee looked at <br />the surface water plan. <br />• Mayor Hankner replied that the committee <br />looked at that along with many other criteria. <br />All citizens were welcome at those meetings. <br />Councilmember-elect Rickaby stated her concern <br />about wetland enhancement with surface water <br />management in the forefront. The Ardan <br />Drainage Plan should be looked at. It will <br />be very costly. Pat was concerned about <br />page 25 of the ordinance. She is not in <br />agreement with justification #1 on page 25. <br />Mayor Hankner inquired if Councilmember- <br />elect Rickaby has had any experts provide <br />information to her. <br />Councilmember-elect Rickaby reviewed Barr <br />Engineering Report and studied all reports. <br />She approached many people with a petition. <br />Councilmember-elect Rickaby stated that <br />Gary Quick and Sue Hankner attended a <br />neighborhood meeting in the past and <br />recommended <br />Mayor Hankner stated she never suggested a <br />'; • storm sewer plan. Mayor Hankner stated the City <br />has a good, strict ordinance and it will be a model <br />for other cities. <br />
