Mounds View City Council <br />Regular Meeting <br />Mr. Brager reviewed the type of insurance coverage the <br />City carries and the cost to the City. He also re- <br />viewed the activities of the Finance Department for <br />the last quarter, in which the budget was finalized, <br />preparation was begun for year end financial statements, <br />and assistance was provided in the utility rate study. <br />In the upcoming quarter, the Department will assist <br />the auditors, work with the employee relations <br />committee, and work on the renewal of the City's <br />health benefit plan and insurance plan. <br />Fred Christensen, representing the Minnesota Govern- <br />ment Financial Officers Association, presented a <br />certificate of achievement for excellence in financial <br />reporting to Mayor Hankner and Mr. Brager, stating <br />this is the first time Mounds View has received the <br />award, which is a professional achievement that <br />everyone can be proud of. The award is for the year <br />ending December 1988. <br />• <br />City Engineer/Public Works Director Minetor reviewed <br />the fourth quarter activities of the building, streets, <br />garage, water and sewer departments, comparing 1988 <br />statistics to 1989. He also reviewed time utilization <br />figures and overtime, and reviewed the projects planned <br />for the first quarter. <br />Public Works Foreman Ulrich reviewed the. procedure <br />followed during the snowfall last Thursday, and how <br />the decisions were arrived at. He noted all work <br />was done within the 24 hour snow removal policy. <br />Mayor Hankner closed the regular meeting and opened <br />the public hearing at 7:26 PM. <br />Clerk/Administrator Pauley explained the issue before <br />the Council relates to modification to Tax Increment <br />Financing District No. 1 and Development District No. <br />2. The City has previously provided tax increment <br />financing assistance to Everest Development for <br />phases 1 and 2 of their developments in Mounds View, <br />and they are now proposing phase 3 and requesting <br />tax increment financing assistance. The Council has <br />received a report from Staff concerning redevelopment <br />needs in the City. Staff has compiled a list of <br />suggested redevelopment projects, which are correct <br />under the guidelines. <br />Clerk/Administrator Pauley reviewed the proposed <br />modifications, both to the map and to the budget. <br />March 12, 1990 <br />Page Two <br />6.
