�ounds View City Council <br />egular Meetinq <br />Page Five <br />June 14, 1993 <br />� <br />� <br />and Restated Oak Gove Sanitary Lanfill Site Trust Agrement and <br />Authorize Settlement Amounts to be Paid From Undesignated Fund <br />Balance <br />VOTE: <br />5 ayes 0 nays Motion Carried <br />Samantha Orduno, City Administrator, reviewed Resolution No. <br />4372 Relating to the Regional Senior Citizens' Center Task <br />Force Recommendation of March 30, 1993. Orduno stated that <br />this resolution is a conceptual resolution which moves the process <br />to the_next step which is the creation of a Joint Powers Agreement. <br />Orduno stated that each of the four cities held an informational <br />meeting regarding the Senior Center to hear resident concerns and views <br />with regards to the S�nior Center. This resolution does not commit the <br />City to any expenditure of funds. Once the Joint Powers Agreement <br />would be approved and signed, the City would be committed to build the <br />Senior Center. Orduno read a portion of the resolution which stated <br />that the City Council expresses preliminary interest in pursuinq the <br />construction of a regional senior citizen center and authorizes staff <br />to proceed with the drafting of a Joint Powers Agreement that will <br />spell out in more detail the issues of concern which are: 1) staff <br />salaries and the possibility of contracting for management of the <br />center and, 2) weighted votes on main governing board which means two <br />large cities could carry the vote but a majority would consist of three <br />cities. This resolution also asks that the City of Mounds View be <br />provided information on the site acquisition costs if the Anoka County <br />Park site is not approved by the Metropolitan Council, the breakdown of <br />all equipment costs in 1993/94 dollars and a more precise breakdown on <br />construction and engineering costs in 1993/94 dollars prior to the <br />drafting of the Joint Powers Agreement. The resolution also states <br />that the above stated issues be addressed in order for such a formal <br />decision to occur. <br />Mayor Linke asked if the Park site doesn't become available, <br />would the Task Force be looking at starting over. <br />Orduno stated that the Task Force would have to look at alternate sites <br />and that would be factored into the cost. <br />Julie Trude, 8391 Knollwood, stated that at informational meeting <br />that she attended regarding the Senior Center she suggested that <br />perhaps a survey or poll could be taken to see what the seniors of the <br />City felt about having a senior center which would increase taxes. Ms. <br />Trude was wondering if the Council is considering taking on such an <br />action. Ms. Trude stated she would feel more confident if the people <br />wanted the Senior Center than giving them what we wanted to give them <br />and it wouldn't be used. <br />Mayor Linke stated that at the last Council work session different <br />options and costs were discussed regarding a poll or survey. <br />
