Ms. Trude also asked if the costs would be too high, could <br />the City opt out at a later date. <br />Mayor Linke stated that this resolution does not commit the City <br />any type of funding. Mayor Linke stated that he was not happy <br />with the proposed second site, and, perhaps the Task Force would <br />to start at square one. <br />i3:7 <br />have <br />Ms. Trude stated that the City of Mounds View has a bigger burden than <br />the other communities because it is a smaller community. Ms. Trude <br />stated that it would be easier for the bigger communities to sell this <br />Center than it would be for the governing body of the City of Mounds <br />View. Ms. Trude stated that there is a big difference per household in <br />Mounds View than in the other cities regarding expenses. If the City <br />goes forward with the Center, Ms. Trude suggested that this be looked <br />at as it is unfair. <br />Mayor Linke stated that part of the Joint Powers Agreement is to figure <br />out how the dollars are set up. Mayor Linke stated that he had <br />discussed with Ms. Orduno the fact that the City may consider not <br />borrowing the funds for the Senior Center from New Brighton or <br />Fridley but try to aome up with the funds by using money irom specific <br />fund balance accounts. Mayor Linke stated that this would bring the <br />dollar amount down for the residents of the City. <br />Ms. Trude asked if the City had to pay $90,000 for construction of the <br />Center. <br />Ms. Orduno stated that the construction costs for the Center are <br />$400,000. Ms. Orduno also explained that New Brighton and Fridley get <br />a break on the pay back because they are supplying the up front money. <br />Ms. Trude stated that she has spoken to seniors in the community and <br />they are not happy paying $20.00 per homeowner for the Senior Center. <br />Mayor Linke stated that the costs he has heard would be $11.00 to <br />$13.00 per homeowner based on an average $84,000 home. <br />Ms. Trude again asked if a survey of the seniors could be taken to see <br />what they want, <br />Ms. Orduno stated that if a survey was to be taken it would <br />have to include more than just the seniors because other <br />residents are also being asked to pay for the Center. Orduno stated a <br />cross section of the City would have to be surveyed. <br />Councilmember Rickaby stated that she had put in her resignation with <br />regards to her Council position and, therefore, a Special Election will <br />
