�ounds View City Council Page Three <br />egular Meeting June 14, 1993 <br />B. <br />� <br />Councilmember Wuori asked if Ms. Hennen will be a student on <br />October 10, 1994 and, if so, Councilmember Wuori would like to extend <br />the term to end upon Ms. Hennen's graduation. <br />Samantha Orduno, City Administrator, stated that she did not <br />know if Ms. Hennen is still in school. Orduno also indicated that <br />she would have to research and see if there is some reason that <br />would prevent a person from serving past their eighteenth birthday <br />while still in school. Orduno further stated that a caveat <br />could be added to the approval for this appointment stating that if <br />Ms. Hennen is still a student she could stay on until graduation. <br />Okayed by Maker and Seconder of original motion to add that Ms. <br />Hennen could stay on after her eighteenth birthday if still a <br />high school student. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Tim Cruikshank, Assistant to the City Administrator, reviewed <br />Staff Report No. 93-528C regarding consideration of Resolution No. 4373 <br />Approving the Affirmative Action Plan. Cruikshank stated that under <br />the Minnesota Human Rights Act any municipality, as defined in Section <br />466.01, Subdivision 1, that receives state money for any reason is <br />encouraged to prepare and implement an affirmative action plan for the <br />employment of minarity persons, women and the disabled and submit the <br />Plan to the Commissioner of Human Rights. Cruikshank further stated <br />that every two years an updated plan is to be submitted to the <br />Uepartment of Human Rights for recertification and that Mounds View's <br />certification expires 6/30/93. <br />MOTIONJSECOND: Quick/Blanchard to Adopt Resolution No. 4373 Approving <br />the City's Affirmative Action Plan and Approve Submission of the Same <br />to the Minnesota Department of Human Rights for RecertiFication <br />VOTE: <br />5 ayes O nays Motion Carried <br />C. Samantha Orduno, City Administrator, reviewed Staff Report No. <br />93-533C regarding Resolution No. 4376 Authorizing the Execution of the <br />Oakgrove Sanitary Landfill Consent Decree, Amended and Restated Oak <br />Grove Sanitary Landfill Site Trust Agreement and Authorize Settlement <br />Amounts. Orduno stated she had good news and bad news. Orduno <br />reported that the bad news is that the City has remained a responsible <br />party in the potential Superfund litiqation with regard to the Oakgrove <br />Landfill Site. With regards to the settlement with EPA, the City has <br />Senator Durenberger to thank because until he interceded on behalf of <br />the cities, the EPA would not talk to the cities. <br />� Orduno reported that between 1963 and 1987 the City of Mounds View had <br />transported four loads of brush and logs to the Oakgrove Landfill Site. <br />One of the trip tickets to the site did not specify the type of load, <br />
