Mounds View City Council Page Seven <br />~gular Meeting May 10, 1993 <br />Rice Creek. At the time of the report, there was a purchase agreement <br />with the Church on the Rock~and there was discussion of what the <br />property would sell for. The Task Force could not get information, a <br />sale was pending and there was a potential litigation. Orduno <br />stated that if Rice Creek becomes the primary site there will be <br />additional costs. There will be additional cost for acquiring the <br />property and costs to New Brighton because they would be giving up tax <br />property. <br />Ed Smith, 5149 Rainbow Lane, wrote an editorial in the paper stating <br />his opposition to the Proposed Regional Senior Center. Perhaps the <br />City should send out postcards asking about the senior center and the <br />people could send it back with their water bills. Let the people <br />decide. No one on Rainbow Lane was contacted during the survey of <br />• the 100 people. Mr. Smith stated if the Council trsants the Senior <br />Center they should take the money out of their own pockets. <br />Ernie Gustafson, 2525 County Road I, haven't heard the figures lately <br />on the proposed cost, but whatever it is going to cost that number can <br />be doubled. Mr. Gustafson stated that the four city managers <br />should not be on the board to manage the senior center, that the <br />seniors should manage it. Mr. Gustafson stated that there are plenty <br />• of qualified seniors to run the center as they have run businesses in <br />the past. The Council shouldn't have the total right but should let <br />the people vote on it as well as vote on the golf course. The City <br />spends too much of the taxpayers money for <br />fun .and not enough on business. <br />Mayor Linke stated that a lot of business was brought into the City <br />in 1984 through the use of TTF funds. Recreation money does not <br />come out of the taxpayers pockets, the general fund, but from user <br />fees . <br />Mr. Gustafson stated that there should be a vote on .the Senior <br />Center but if the City Council approves it the basement would be <br />left vacant and his recommendation is if it is going to be constructed <br />use the basement as it is the cheapest part of the building. Mr. <br />Gustafson stated that it looks to him that the Council is buying a <br />Lincoln or Cadillac when the citizens cannot even afford a second- <br />hand bicycle. <br />Mr. Frits, 8072 Long Lake Road, stated the people are tired of being <br />taxed. <br />Ruth White, 2917 County Road I, stated she has already expressed <br />her opinion on the Senior Center. Ms. White cannot understand why <br />the City doesn't have a referendum. Ms. White stated that 500 <br />residents in four cities is a drop in the bucket. White was never <br />contacted and she contacted many seniors and they were not contacted <br />either. Ms. White stated that these surveys are geared to asking the <br />
