Mounds View City Council Page Eight <br />~gular Meeting - May 10, 1993 <br />questions and getting the .answers they want to hear. Ms. White stated <br />that she feels that this is .a duplication of services for seniors.. <br />Ramsey County provides services, all churches, American Legion, VFW, <br />and ARP also provide services. <br />Orduno stated that in terms of the random sample survey, stated that <br />an adequate sampling for the Gallop poll is 4,000. Decision Resources <br />is an excellent company and when the number to be surveyed was picked <br />it was statistically valid. <br />Mayor Linke polled the seniors in terms of those who would use the <br />center and those who would not. .The number was .equally split. Mayor <br />Linke asked how many seniors use the services provided by the City and <br />attend the senior trips. Only two of the opposed use the services, the <br />rest that are opposed do not use the services. <br />At this time Mayor Linke presented a resolution of appreciation and <br />commendation to Mr. Jerry Skelly for his participation on the Regional <br />Senior Center Task Force and announced that Charlynn Robertson, another <br />member of the Task Force, who was not able to attend the meeting <br />tonight because of a death in her family but her plaque and award would <br />be forwarded to her. <br />• .Councilmember Quick asked what is driving the costs of salaries up. <br />Orduno explained that current salaries are driving the salary costs up <br />and pay equity is driving the cost up. Orduno stated that pay equity <br />is a state law that says that female dominated positions cannot be paid <br />consistently below male dominated positions. Pay equity tends to draw <br />the female dominated classes salaries upward. Comparisons on the <br />salaries must be made internally. Values are determined and compared <br />to a job with the same values or similar values. <br />Councilmember Quick also asked Orduno to explain steps. <br />Orduno explained steps in salaries.. The City has a give step pay <br />program. Fridley and New Brighton have five steps also. The steps <br />are entry level, Steps 1, 2, 3, 4, and 5. <br />Mr. McCarty is concerned about the Council getting into a cost <br />situation that would be very .extreme once the final numbers would <br />come in. <br />Councilmember Blanchard asked how many paid employees would be on <br />the governing board. <br />Orduno stated, as proposed, there would be four administrative <br />city managers, but no one would be paid for being on the board. <br />• <br />
