mounds View City Council <br />lar MeetingMeeting <br />Page Two <br />February 11, 1991 <br />1990 Fourth Quarter Department Head Reports <br />Police Chief Ramacher presented the Police <br />Department's Fourth Quarter Report by comparing <br />statistical data from 1989 with that of 1990. <br />In most areas all statistical data was about <br />the same. <br />Councilmember Rickaby inquired about the DARE <br />Program. Police Chief Ramacher briefly <br />explained the activities of the DARE Program. <br />Finance Director Brager presented a review <br />of the Finance Department's fourth quarter <br />for 1990 and the goals for the first quarter <br />of 1991. <br />6. RESIDENT'S REQUESTS AND COMMENTS FROM THE FLOOR <br />Alice Frits, 8072 Long Lake Road, inquired about two items on the <br />Accounts Payable list: horseback riding instruction and ammo reloader. <br />Mayor Linke felt they were items that were part. of programs for Park <br />and Recreation, but directed Clerk-Administrator Orduno to look into <br />this item. <br />7. APPROVAL OF THE CONSENT AGENDA <br />The Clerk-Administrator read the Consent Agenda. <br />MOTION/SECOND: Rickaby/Wuori to adopt the Consent Agenda as <br />presented. <br />5 ayes 0 nays Motion Carried <br />8. INFORMATIONAL MEETING REGARDING SURFACE WATER MANAGEMENT PLAN: Ric <br />Minetor introduced Mike Lobemeir from Short-Elliott-Hendrickson to <br />present the Surface Water Management Plan. <br />Councilmember Rickaby expressed the following concerns: 1) what is the <br />impact of each proposed capital improvement on the amount of runoff <br />that will leave Mounds View through the drainage system?; 2)she would <br />like to see an itemization of .the manner in which the $20,000 <br />administration costs will be spent to implement the utility; and 3} <br />how can the plan be trimmed to be more cost effective and still meet <br />the mandate of the statute. <br />• <br />
