unds View City Council <br />~gular Meeting <br />Page Three <br />February 11, 1991 <br />Russell Pahl, 7940 Greenfield Avenue asked if there were any other <br />methods of drainage other that what had been proposed. Had there been <br />information to the public so they could study other alternatives? <br />Mike Lobermeir, SEH, noted the meetings that had been held in the past <br />to .discuss this plan, and also explained a special newsletter had been <br />mailed to each residence in the City of Mounds View. <br />After listening to Mr. Lobermeir explain the reasons for proper <br />drainage, i.e. water in backyards, basements etc., Mr. Russell Pahl, <br />7940 Greenfield Avenue, questioned whether the taxpayer was <br />responsible for building in a swamp. <br />Public Works Director/City Engineer Ric Minetor responded to this <br />question by explaining the City's policy regarding easements for <br />drainage to Mr. Pahl. <br />Russell Pahl questioned if the wetlands were being drained and how did <br />this affect their preservation. <br />Mayor Linke explained that nothing was being drained but that <br />there are insufficient wetlands available for storage and that it <br />is not feasible to store water on streets or on private property. <br />The wetlands represent a very functional place to put the water <br />when it rains. <br />Discussion followed <br />around the need for <br />private residences. <br />concentrated on the <br />area. <br />Russell Pahl wanted <br />water through nature <br />by Councilmember Rickaby and Mayor Linke revolving <br />easements, their purposes and the impact to <br />Councilmember Rickaby's concerns were <br />Ardan Avenue wetland and the Groveland Park <br />to know the size of the pipe used to move the <br />31 gravity methods. <br />Further discussion followed as to why water could not be stored in the <br />Groveland, Ardan area. It was stated by Public Works Director/City <br />Engineer Ric Minetor that storage in this area would be more costly <br />because a pumping station would be required to move water on the site. <br />Russell Pahl questioned if building codes were being enforced with <br />regard to developments off Long Lake Road. Is the City making sure <br />that the low land is above street level? <br />Public Works Director/City Engineer Minetor assured Mr. Pahl. that <br />building codes were being enforced. <br /> <br />
