Also, the City Administrator and City <br />Attorney will locate an attorney to represent us. Council had to <br />make a decision tonight to join the PRP group or sign Consent <br />Decree. <br />Mayor Linke stated that EPA will not talk directly to cities <br />unless they are a member of the PRP group. Mayor Linke stated <br />this a form of "blackmail" which is totally unfair and shouldn't <br />be allowed to continue. <br />Samantha Orduno, City Administrator stated that the EPA is unfair <br />in that they are automatically presuming guilt on a community <br />that did not dump. <br />Mayor Linke stated that the City's trip tickets correlate with <br />the "straight-line" winds that damaged the City in June of 1974 <br />or 1975. <br />• 2 Ric Minetor, Director of Public Works reviewed Staff Report No. 91-52C <br />Regarding a rezoning for the property located at 2740 Highway 10. <br />This staff report is asking that a public hearing. be scheduled <br />for August 12, 1991 at 7:05 p.m. to consider rezoning the property <br />from B-2, Limited Business to B-3, Highway Commercial. <br />MOTION/SECOND: Blanchard/Wuori to table until the August 5 <br />Work Session. <br />5 ayes 0 nays Motion Carried <br />9.3 Samantha Orduno, City Administrator stated that this was the <br />second reading of Ordinance No. 493, An Ordinance Establishing <br />Chapter 96 of the Mounds View Municipal Code Entitled, <br />"Police and Fire Alarms". <br />MOTION/SECOND: Blanchard/Rickaby to waive the second reading <br />and adopt Ordinance No. 493, An Ordinance Establishing Chapter <br />96 of the Mounds View Municipal Code Entitled, "Police and <br />Fire Alarms" <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />• Mayor Linke - <br />MOTION CARRIED <br />Quick - yes <br />Wuori - yes <br />Rickaby - yes <br />Blanchard - yes <br />yes <br />
