Ric Minetor, Public Works Director/City Engineer reviewed <br />Staff Report No. 91-36C regarding Resolution No. 4098 <br />Establishing Design Standards for the Construction of <br />Garbage Enclosures with the City. <br />Minetor asked the Council whether or not they would require <br />the dumpster enclosures to meet applicable side, rear and front <br />yard setbacks. <br />Councilmember Rickaby asked why dumpster enclosures have <br />to be constructed on an impervious surface. <br />Minetor stated that often liquid waste and snowmelt become <br />a factor in making the ground mushy and the dumpsters sink <br />and the hauler may damage fences trying to lift dumpster. <br />Also, for aesthetic purposes it is much easier to keep the impervious <br />surface clean and looking neat. <br />Mayor Linke suggested that the enclosures be a minimum <br />• of 6 feet in height so as to prevent garbage from being tossed into <br />garbage into the enclosure area from a car. <br />Mayor Linke also inquired if the dumpsters are attached to buildings <br />do they need a top on them for fire code purposes? <br />Minetor suggested that an Item 4 be added to the location section <br />which would state that any enclosure attached to a building would have <br />to meet all applicable fire and building codes. <br />Councilmember Wuori expressed concern regarding the type of materials <br />used to make the enclosures. She indicated chain link fence <br />should not be used as it is easily vandalized and needs a lot <br />of upkeep. <br />Samantha Orduno, City Administrator indicated that most times <br />requirements are stipulated that require the enclosure to conform <br />or be consistent with the building's image. <br />MOTION/SECOND: Linke/Blanchard to approve Resolution No. 4098 with <br />the Following Changes to Attachment A of the Design Standards for <br />Garbage Enclosures: <br />* Item 2, DIMENSIONS, should read, All enclosures shall <br />be a minimum of 6'0" in height. <br />
