~unds View City Council <br />gular Meeting <br />Page 3 <br />March 25, 1991 <br />City Administrator Orduno introduced Jim O'Meara, Attorney. with Briggs and Morgan. <br />Mr. O'Meara briefly discussed the fire bond that was shared with the Cities of Blaine <br />and Spring Lake Park. He indicated that the cities would need to put in place tax levies <br />to cover the cost of the bonds. The exact levy amounts would be determined by <br />Springstead, Inc. and provided to the Council in April. <br />MOTION/SECOND: Quick/Wuori to Adopt Resolution No. 4064 Providing for <br />Public Sale of $2,875,000 General Obligation Water Revenue <br />Bonds, Series 1991A <br />5 ayes 0 nays Motion Carried <br />2. Approve Bid Award to Short-Elliott-Hendrickson for the Land Use Study at a Cost Not <br />to Exceed $17,500-$19,000 <br />Parks, Recreation & Forestry Director Saarion discussed the bid award to Short-Elliott- <br />Hendrickson for the Land Use Study of the property located in the northeast corner of <br />the City. Director Saarion indicated that a committee had been formed to discuss this <br />S issue. Mayor Linke requested that the names of those who served on this committee be <br />noted so that they could be recognized for their efforts.The individuals serving on the <br />Committee were Councihnembers Blanchard, Quick, Wuori, City Administrator <br />Orduno, Public Works Director Minetor, Parks, Recreation & Forestry Director Saarion <br />and Parks & Recreation Commissioner Burmeister. <br />Mr. Bill Fritz, 8071 Long Lake Road, questioned if a study had already been conducted <br />on this area in the past and asked what the reasons were for the study. Director <br />Saarion explained that the study would provide information on the amount of land <br />available for use, what kind of use the land could facilitate, a market analysis of the <br />usership of different kinds of facilities and a revenue analysis of the different kinds of <br />facilities. Mayor Linke indicated that to his recollection a study of this area had never <br />been conducted in the past but discussions were made regarding it. Councihnember <br />Rickaby indicated that, through her past research, she believed that a wetlands study <br />had been conducted by Braun Engineering in approximately 1983. Councihnember <br />Rickaby expressed her desire to have this wetlands study reviewed by the firm doing the <br />proposed land study. <br />Mr. Fritz questioned the designation of the area. Mayor Linke indicated that the area <br />had been designated wetland by aerial photography and elevations. <br />Mr. Fritz also questioned which Department would fund this study. Director Saarion <br />indicated that it would be funded from the General Fund. <br />
