Mounds View City Council Page Three <br />~egular Meeting December 14, 1992 <br />Mayor Linke stated that he will not call her office ever again. Mayor Linke <br />stated that he had only called her at her office one time. Councilmember <br />Rickaby stated that Mayor Linke had called her at her St. Paul office in the <br />past to discuss a litigation and that the discussion matter appeared in <br />Mayor Linke's campaign literature in which Councilmember Rickaby stated she <br />was falsely quoted. <br />RESIDENTS REOUESTS AND COMMENTS FROM THE FLOOR: <br />Charles Miller, 2408 Laport, asked the Council how they could more <br />effectively get the information to be presented on the Council Meeting <br />agendas to the people. Mr. Miller suggested that the Council delay voting <br />on items on the agenda for a two week period, but each Councilmember state <br />where they stand on the items on that week's agenda so the residents could <br />have a chance to attend the Council Meeting and either support or state <br />their non-support for the items. <br />Mayor Linke explained to Mr. Miller that he often times does not make up his <br />mind as to how he will vote until the items comes up for review and <br />discussion at the Council Meeting. Mayor Linke stated that most often he <br />does not know what items are coming up until he receives his Agenda packet <br />on Thursday. <br />~r. Miller stated his frustration with not knowing what is on the Agenda <br />until he begins watching the Council Meeting on cable or attends the <br />meeting. Mr. Miller would like to know what means the Council could come up <br />with to get the information to the people ahead of time. <br />Councilmember Rickaby stated that information could be picked up at the Work <br />Sessions regarding the items to come up on the next week's agenda. Items <br />are discussed at these Work Sessions and before leaving the meeting all <br />Councilmembers do give their opinions and stance on the items. <br />Mr. Miller asked if perhaps the Work Sessions could be cable cast on Channel <br />16. <br />Mayor Linke stated that it would cost more to cable cast the Work Sessions. <br />The City would have to pay the persons who run the cameras. <br />Mr. Miller stated once again his concern regarding getting the information <br />to the public before the Council takes action on the items. <br />Mayor Linke gave an example of a very important budget meeting that was held <br />on December 9, 1992. Linke stated that persons who attended the previous <br />year's budget hearings were sent personal letters with a list of dates as to <br />when budget meetings were occurring. At the December 9, 1992 budget hearing <br />14 persons were in attendance. Mayor Linke further stated that people <br />cannot be dragged in to the meetings. Linke also stated that public items <br />~f vital importance are publicized widely through the use of cable TV, <br />ewsletters, special mailings and the outdoor sign board. <br />
