Mounds View City Council <br />~egular Meeting <br />Page Six <br />December 28, 1992 <br />Minetor stated that the draft he handed out was a "boiler plate" <br />agreement incorporating the Council's stipulations. <br />There are still calculations and plans that need to be put <br />into the document. <br />Mayor Linke stated that when the final draft was given to the City <br />Administrator and himself, he would give the other Councilmembers <br />an opportunity to review it. Resolution No. 4323 is only authorizing <br />the Mayor and Clerk-Administrator to execute a Development Agreement <br />on behalf of the City when it reaches its final point. <br />MOTIONLSECOND: Quick/Linke to adopt Resolution No. 4323 Authorizing <br />the City of Mounds View to Execute Development Agreement No. 92-97 <br />with Keith Harstad <br />VOTE: 5 ayes 0 nays Motion Carried <br />D. Samantha Orduno, City Administrator reviewed Staff Report No. 446C <br />regarding Resolution No. 4322 Authorizing Budget Transfers for 1992 <br />Salary Adjustments. Orduno stated that this was a housekeeping item <br />and that as a consequence of 2992 salary adjustments for cost of living <br />and comp worth it is necessary to make budget transfers from the salary <br />contingency accounts to the departmental salary and fringe benefit <br />accounts. <br />VOTE: 5 ayes 0 nays Motion Carried <br />REPORTS• <br />Report of Councilmembers: <br />Councilmember Rickabv wrote a letter in rebuttal to Mayor Linke's <br />statements made at the December 9, 1992 Budget Hearing. Council- <br />member Rickaby read the letter publicly and requested that the letter <br />and attachment become a permanent part of the meeting minutes. <br />(Councilmember Rickaby's letter is attached as part of the minutes.) <br />At the conclusion of Councilmember Rickaby's reading of the letter, <br />Mayor Linke commented, "So much for not politicking at Council <br />Meetings." <br />Councilmember Ouick - No report. <br />Councilmember Blanchard - No report. <br />Councilmember Wuori wished everyone a "Happy New Year". Wuori <br />reported that newsletters were mailed out to all residents and <br />hoped that everyone had received their copy. Wuori indicated that <br />some newsletters could be received late because of the holiday mail. <br />
