Presentation of the Distinguished Budget Presentation Award made <br />to Finance Director, Don Brager, and Mayor Linke by Richard <br />Pribyi on behalf of the Government Finance Officers Association <br />of the United States and Canada for the 1991 City Budget. <br />RESIDENTS RE UESTS AND COMMENTS FROM THE FLOOR <br />There were no requests nor comments from the residents. <br />FUBLIC HEARINGS <br />here were no public hearings scheduled for this meeting. <br />CONSENT AGENDA <br />Samantha Orduno, City Administrator, read the items on the proposed Consent <br />Agenda. <br />uncilmember Blanchard asked that items 5 through 8 be removed from the <br />~oposed Consent Agenda for clarification by the City Administrator. <br />MOTION/SECOND: Wuori/Quick to adopt the Consent Agenda <br />minus items 5 through 8. <br />5 ayes 0 nays Motion Carried <br />Samantha Orduno, City Administrator, explained what a Community Development <br />Block Grant is, where the funds come from, what the funds are used for and <br />stated that the grant application must come through the City. <br />Discussion evolved around item ~8, Consideration of Resolution No. 4190 In <br />Support of a Community Development Block Grant Application for Paster <br />Enterprises. Orduno explained that Paster Enterprises will use these funds <br />to upgrade their facility to comply with the American Disability Act. Such <br />things as handicapped curb cuts, lighting, better signage for the visually <br />impaired, audible alarm systems and general upgrading will be undertaken so <br />that the premises would not become a social blight. <br />MOTION/SECOND: Blanchard/Wuori to adopt Resolution Nos. 4180, 4179, <br />4189 and 4190 with regards to Community Development Block Grants <br />Alice Frits, 8072 Long Lake Road asked Tippie Borges, Paster Enterprises, <br />exactly what Paster intended to do with the funds. Ms. Borges reiterated <br />at Samantha Orduno, City Administrator, had explained. <br />5 ayes 0 nays Motion Carried <br />
