Ric Minetor, Director of Public Works/City Engineer, introduced <br />Rocky Keehn of Short-Elliott-Hendrickson to discuss the elements <br />of the plan, necessary ordinance changes and the future steps for <br />implementation. Mr. Keehn stated that copies of the plan are <br />available for review at the Mounds View Branch of the Ramsey <br />County Library. <br />Minetor introduced Resolution No. 4186 Adopting a Surface Water <br />Management Plan for the City of Mounds View. <br />• Councilmember Blanchard asked if there would be any advantage <br />in tabling this. item for two weeks to let the residents have an <br />opportunity to review the Plan. <br />Minetor explained that the Plan has been at the Library for one <br />year, but if the Council would feel a greater level of comfort by <br />waiting two weeks, that would be their decision. <br />Councilmember Rickaby stated that she'd like to make a point of order <br />• at this time. Rickaby stated as she remembered, this Plan had been <br />adopted back last February contingent upon it being approved by Rice <br />Creek Watershed District. Rickaby stated the City Council had a <br />meeting on the Plan and had a vote on it and the Council already <br />adopted it. <br />Ric Minetor, Director of Public WorkslCity Engineer, clarified that the <br />Council's previous vote on the Surface Water Management Plan was to <br />approve the submittal of the Plan to the Rice Creek Watershed District. <br />Minetor further stated that the vote tonight makes this Surface Water <br />Management Plan a legal document of the City. <br />Rickaby further stated that Minetor's statement regarding the Plan <br />wasn't consistent with her memory. When the gentlemen explained the <br />map for surface water management, as she recalled he said-that the <br />365,OOO,or the big amount on the Ardan area, was for a feasibility <br />study and that isn't consistent with her recollection nor is it <br />consistent with his statement that what was shown in black is actual <br />work and what is shown in red was for studies. Rickaby stated that <br />her recollection was that was for actual work. <br />Minetor stated that the Ardan Avenue Feasibility Study was adapted <br />by the Council approximately three years ago. <br />Mayor Linke assured Councilmember Rickaby that the amount was not <br />for study. <br />
