Mounds View City Council Page Seven <br />~egular Meeting June 8, 1992 <br />Ric Minetor, Director of Public Works/City Engineer, stated that the City <br />has to be aware of how each resident disposes of their garbage. The City <br />needs to be informed as to what the residents are doing with garbage and <br />recycling. The first thing that the City has to do with regard to this <br />mandate is to hold a public hearing to inform the residents that the City <br />desires to consider methods of solid waste collection and recycling. The <br />Council needs to pass a resolution of intent to consider these methods and <br />has 90 days with a 90 day extension to prove the best method. The Council <br />must adopt the resolution prior to July 1, 1992. <br />William Werner, does the City run a list to report to the state or PCA. <br />Minetor stated that the state mandate states that the City be aware of how <br />each residential and commercial property is disposing of their garbage. <br />This takes in what hauler they have, when they change haulers, complaints <br />the City receives regarding properties not taking care of trash removal and <br />making sure that each property is disposing of trash in an environmentally <br />safe manner, whatever that is defined to be. No reports have to be sent but <br />in order to be in compliance with the state mandate the City must be aware <br />of how each property owner handles disposal. <br />William Werner stated that he supports the option to choose his own hauler <br />~or garbage pickup. Mr. Werner stated that he has no idea what to do with <br />ecycling because he does not have enough information on it. Mr. Werner <br />asked if there would be another meeting to collect public input. <br />Ric Minetor stated that there will be a study period of 90 days and before a <br />new ordinance is passed there will be two public hearings. <br />Nelly Domeier, 8171 Eastwood Road, stated that she knows people who began <br />recycling years ago. Why should they pay for haulers to do it. They take <br />their recycling to the recycling centers. <br />Walt Witzke, New Brighton, stated that recycling and solid waste hauling are <br />two separate entities and there is a cost for each. Mr. Witzke stated that <br />it is cheaper to recycle than to pay a trash hauler. <br />Naja Werner, 2765 Sherwood Road, stated that it is possible for families to <br />cut down on trash generated. Her family has cut down and it costs her $32.50 <br />per year. Ms. Werner stated that she recycles vegetable clippings, glass, <br />cans, and newspapers go to the church. Werner stated that everyone can cut <br />down on garbage generated. She stated that she does not like to have the <br />City tell her who is going to take her garbage. Werner stated that she uses <br />no pampers, huggies or styrofoam pizza containers. Werner concluded with <br />everybody needs to cut down to help save this planet we live on. <br />Acting Mayor Blanchard closed the public hearing on organized collection at <br />8:04 p.m. and opened the regular meeting. <br />• <br />
