Mounds View City Council <br />regular Meeting <br />Page Eight <br />June 8, 1992 <br />Gouncilmember Rickaby stated that she was the Council liaison with regard to <br />the Environmental Quality Task Force when the Task Force went through the <br />process. Rickaby stated that she has a hauler that will pick up at garage <br />side. Rickaby stated that she did have a hauler that picked up curb side <br />and it did not work for her. Rickaby stated that she has a hauler, Larry, <br />of Larry's Quality Sanitation who picks up at the side of her garage. When <br />the City went with the hauler for recycling Rickaby stated that she was not <br />happy with the collection because he would not pick up at the side of her <br />garage and plastics weren't picked up. Rickaby stated that she is greatly <br />opposed to haulers who only have curb side collection. <br />If the City went to a one hauler system she wouldn't be opposed if the <br />hauler could address her concerns. The first item would be the hauler would <br />have to have a bag rate. Rickaby stated she would be violently opposed to <br />the City going with a hauler who doesn't have a bag rate. The second item <br />would be the hauler would have to come to the side of her garage for pick <br />up. Rickaby stated that Ric Minetor stated that garbage trucks damage the <br />streets. Rickaby stated that the trucks that do damage to the roads are <br />those doing curbside pick up. <br />Gouncilmember Rickaby stated that she would support going with one hauler <br />and place a provision in the resolution of opting out if it didn't work out <br />~or the resident. Rickaby stated this should be added to the resolution as <br />ne of the items the Council could consider. <br />Gouncilmember Wuori stated that she was glad to have a six month study <br />period. There are many options to consider. For the past two months <br />Gouncilmember Wuori stated that she has paid close attention to haulers on <br />her street. Every single day one hauler comes with a truck for trash and a <br />truck for recycling. One particular hauler has little trucks that take the <br />trash to the big trucks and then all three trucks go down the street. <br />Repair of roads is a large part of the City's budget. Gouncilmember Wuori <br />stated that she was glad to see all of the citizens in attendance and she <br />stated that she hopes the Council continues to see the residents turn out at <br />these meetings. <br />Acting Mayor Blanchard stated that she was very happy with the input from <br />the residents and is anxious to go over it. If the Council passes the <br />resolution of intent tonight, the City can begin the study process. There <br />are a number of options. open to the city and she stated that she believes no <br />Gouncilmember had made up their mind as to their choice at this time. <br />Wuori moved to adopt Resolution No. 4239 resolution of intent of the City of <br />Mounds View to study the organized collection of solid waste and recyclable <br />items. <br />This motion failed for lack of a second. <br />Gouncilmember Rickaby stated that she would like to amend this resolution to <br />include a contract with one hauler with opt out system for study and also a <br />
