Mounds View City Council <br />• June 8, 1992 <br />Hauler No Contract <br />Let the residents select their own hauler. The hauler with <br />the most volume sensitive rates will appeal to the resident <br />who is committed to recycling. With market driven competitive <br />hauler rates there is no need for organized collection in <br />Mounds View. <br />Do not force the resident to have his own trash hauler. Let <br />low volume trash generators share hauler as long as they are <br />using the hauler volume based rate. <br />summary <br />The above solution provides: <br />* Mounds View a market driven method of pulling the <br />maximum recycling tonnage out of their trash stream. <br />• * An automatic recycling tonnage reporting system <br />created to provide the required reporting by Ramsey <br />County. <br />* An easy payment plan created so the city does not have <br />to become a bill collector. <br />* The removal of a potential 16 extra weekly trips over <br />the city streets by the haulers who previously picked <br />up recyclables. <br />* Competitive hauler rates based upon the temperament of <br />each resident and how committed they are to recycling. <br />* Residents who are proud of their city council for <br />creating a trash removal plan with foresight, where <br />everyone benefits. <br />• <br />
