• TO: Mounds View Cit ~C//~~u ci <br />FROM: Walt Witzke ~~~/ <br />DATE: June 8, 1992 <br />SUBJECT: Win - Win Recycling/Trash Pickup Plan <br />Recycling Contract <br />Recycling should drive any city plan to organize the trash <br />haulers and not the other way around. The only organization <br />Mounds View should provide would be a city-wide recycling <br />program using one company. <br />Recycling company should be selected on a bid basis. To <br />receive the minimum bid with maximum resident protection, the <br />contract should run for 2-3 years with twice monthly pickup <br />always on the same day of the week. The bid should be at a <br />fixed price for the contract period and stated as dollars per <br />ton of collected recyclables and not on a per household basis. <br />• This method of charging provides an incentive for the recycler <br />to increase the material collected. It also provides the city <br />with an automatic reporting system for the tonnage collected, <br />because the city pays its bill based upon weight and not <br />households. <br />The city receives its funding to pay for the recycling charges <br />by having the county place the estimated recycling cost <br />divided by the number of residence as a recycling service <br />charge on each Mounds View homeowners property tax bill. <br />The county charges 10 cents per household for the above <br />service. I do not think the city can come close to this <br />annual fee by placing the recycling charges on the water bill. <br />To handle uncollected taxes, the city has a 5%, revolving <br />reserve fund to cover recycling contingencies. This fund is <br />then adjusted yearly. <br />The city can continue to work with the recycler and residents <br />to increase the items that can be recycled. It costs the <br />residents approximately $85 per ton to dispose of recycled <br />trash and approximately $200 per ton to dispose of non- <br />recycled trash. <br /> <br />
