Mounds View City Council Page Two <br />~egular Meeting June 8, 1992 <br />CONSENT AGENDA <br />Samantha Orduno, City Administrator read the Consent Agenda. Acting Mayor <br />Blanchard asked if the Council wished to remove any item from the Consent <br />Agenda. No items were removed. <br />MOTIONLSECOND: Rickaby/Wuori to adopt the Consent Agenda <br />as presented. <br />VOTE: 3 ayes 0 nays Motion Carried <br />PUBLIC HEARING: <br />Acting Mayor Blanchard opened the public Hearing at 7:05 p.m. to consider <br />organized collection of solid waste and recyclable materials. Acting Mayor <br />Blanchard read an opening statement and explained the procedure that would <br />follow for citizens to speak at the hearing. <br />Carla Asleson, Recycling Coordinator reviewed the City's options with <br />respect to changing the current open system of garbage and recycling <br />collection. Asleson stated that one of the alternatives available is <br />organized collection and the state mandate requires that the City hold a <br />public hearing and pass a resolution of intent to study several options. <br />sleson further stated that passage of the resolution of intent does not <br />~bligate the City to pursue any one type of system over another. The <br />adoption of the resolution begins a legally required period of study and <br />discussion with local trash haulers and residents to determine what is in <br />the best interest of the City. <br />Councilmember Wuori, expressed thanks to the Environmental Quality Task <br />Force for the time spent on this issue and has hopes that as the process <br />moves forward the Task Force will see what benefit came from their research. <br />The haulers had an opportunity to express their concerns and the public was <br />afforded an opportunity to ask questions and express their concerns. The <br />following were the comments made by the haulers and the residents. <br />Mr. William Werner, Sr. asked what the purpose was of this meeting. <br />Acting Mayor Blanchard stated that the public hearing is being held to <br />obtain resident input, ideas and comments regarding a change to the City's <br />hauling system. <br />Councilmember Rickaby stated that the state mandate was not a question at <br />the time this process of looking at organized collection began. The <br />Environmental Quality Task Force started processing this information a <br />number of months ago. The recommendation was to increase recycling. The <br />EQTF studied what other cities were doing in terms of recycling. The EQTF <br />felt that the organized collection system would be more successful because <br />the City would not be dealing with a number of haulers. If the City <br />contracted with one hauler, this hauler could handle both recycling and <br />solid waste. <br />
