Mounds View City Council <br />~.egular Meeting <br />Page Three <br />June 8, 1992 <br />Acting Mayor Blanchard read a letter to the residents signed by Mayor Linke <br />regarding the organized collection public hearing and assured the public <br />that he would be reviewing the minutes and viewing the tape of the meeting <br />to learn what the resident's comments and concerns were. <br />Mr. William Werner,. Sr. made a comment that the letter seemed to be biased <br />with respect to favoring a single hauler approach. <br />Acting Mayor Blanchard stated that she would not presume to say what the <br />Mayor's thoughts are. Acting Mayor Blanchard stated that she is keeping an <br />open mind with regard to many different options and is sure that the Mayor <br />is too. Acting Mayor Blanchard stated once again that the City has to pass <br />the resolution of intent in order to begin the 180 day study period. <br />Councilmember Rickaby corrected a statement that Mayor Linke had made in his <br />letter to the residents. Rickaby stated that the majority vote of the <br />Environmental Quality Task Force was for multiple haulers. <br />Mr. Tom Moline, BFT hauler, stated that he has operated under a number of <br />different systems so he is familiar with organized collection. Mr. Moline <br />stated concern regarding organized collection as far as the service level. <br />The City could set standards level with organized collection and where under <br />the open hauling system service could be limited which leads to a better <br />~ervice level. <br />Mr. Moline also stated that the City claims to have sixteen licensed haulers <br />on their streets, but he believes quite a number of those haulers are <br />commercial only. <br />Mr. Moline further stated that BFI practices volume based collection. Mr. <br />Moline believes that most haulers have different rates for different levels <br />of service. BFI has three different levels with three different prices. <br />Councilmember Rickaby interjected that at this point that volume based <br />collection is not a requirement. <br />Lew Nelson, 780 Groveland Road, resident, asked if a person owned a business <br />and disposed of his recyclables and solid waste at his business, would he <br />need garbage collection? Will everyone have to have a garbage hauler? Why <br />does every household have to have a garbage man if they dispose of their <br />garbage in an environmentally safe manner? <br />Samantha Orduno, City Administrator, responded that the City must monitor <br />all garbage haulers to determine that every commercial and residential <br />property has waste collection that is environmentally safe. Orduno stated <br />that this public hearing and adoption of the resolution of intent is for the <br />purpose of looking at organized collection and defining what an <br />environmentally safe manner of disposal is. The process begins with a <br />•:esolution of intent and a 90 day study. <br />
