Mounds View City Council <br />•:egular Meeting <br />Page Five <br />June 22, 1992 <br />Orduno explained that the City's requirements were different this year than <br />before for the garbage haulers/recyclers. The City had requested a list of <br />all customers from the haulers per the new state mandate. There were five <br />companies that did not provide a list of customers with their licensing <br />paperwork. They are: Waste Management of Blaine, Gallagher's, Aagard, BFI <br />Action Disposal and Twin City Sanitation. Orduno's recommendation for the <br />approval of the licenses is Taco Bell and Burger King be added to the <br />restaurants and that the garbage hauler's licenses be approved contingent <br />upon the submission of a list of their customers to the City within 10 <br />working days. <br />MOTION/SECOND: Wuori/Blanchard to approve Item No. 5 and <br />approve the haulers license contingent upon submission of <br />a list of customers within 10 working days <br />VOTE: 5 ayes 0 nay Motion Carried <br />COUNCIL BUSINESS: <br />1. Ric Minetor, Director of Public Works/City Engineer reviewed <br />Ordinance No. 511 Regarding City Wide Parking Restrictions. <br />This ordinance had its first reading May 26, 1992. The City's <br />• new attorney, Jim Thomson, made some minor revisions. <br />Mayor Linke stated that there is a provision in this ordinance whereby <br />residents can call the Police Chief and get an exemption for a <br />specific evening to park on the roads and the cars won't be tagged. <br />Mayor Linke wanted to add trailer, etc. to Ordinance No. 511 in <br />the first sentence. Restricted Hours. would read, "No person <br />shall stop, stand, or park a motor vehicle or trailer, etc. on any <br />street or highway in the City between the hours of 2:00 a.m. and 6:00 <br />a.m., except as otherwise authorized by this code or unless directed to <br />do so by a police officer or traffic control device." <br />Jim Thomson, City Attorney, stated this would be okay because the <br />Mounds View Municipal Code does address the definition of a trailer. <br />Peg Mountin, 7321 Parkview Drive, stated that three of her neighbors <br />park their vehicles in the driveway and had them vandalized, so the <br />crimes are not limited to streets. This ordinance could increase <br />impervious surfaces in the City. Mountin also stated this ordinance <br />could increase police enforcement due to cars parking on non-improved <br />surfaces. This ordinance also could cause problems with encroachment <br />on side yard setbacks which are needed to keep exhaust, noise and <br />lights from becoming a nuisance to their neighbors. The homeowners <br />would see an increased cost because they would have to add impervious <br />• surfaces for cars they now have and when the extra cars <br />leave the property as the family thins out, the not needed surface <br />is still there. <br />
